- Sole Source Notice This is a Sole Source Synopsis announcement. A written solicitation will not be issued. The Health Resources and Services Administration (HRSA) intends to issue a sole source contract action pursuant to Federal Acquisition Regulations (FAR), Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements to Telligen, located at 1776 West Lakes Parkway, West Des Moines, Iowa 50266. The North American Industry Classification System (NAICS) for this requirement is 518210. The purpose of this acquisition is to obtain support for the Medicare Beneficiary Quality Improvement Project (MBQIP)-related quality improvement activities in Critical Access Hospitals (CAHs). Federal Office of Rural Health Policy (FORHP) requires quarterly quality data reports specifying the quality measure outcomes for each individual CAH participating in MBQIP; quarterly reports, which aggregate the quality measure outcomes for each of the 45 states with State Flex Programs; quarterly reports, which indicate CAHs not submitting data quarterly by measure. This procurement will provide the raw MBQIP quality data to continue further rural analysis of the quality outcomes of CAHs. This new requirement is a re-compete effort to the existing work. There will be a substantial duplication of cost and unacceptable delay to the Government if the award is made to any other contractor. The anticipated period of performance start date for this requirement is Monday, April 15, 2016. The intent of this notice is not to solicit competitive offers. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, interest offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for considerations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. All other interested sources may provide a statement of capability to HRSA for consideration. All responses must be received by 10:00 a.m. EST on March 2, 2016.
