- Request for Information (RFI) Transport of Regulated Medical Waste General Information: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expense associated with responding to this RFI. RFI Response and due date: 2/25/2016 Instructions to Responders: Responses from all capable and qualified sources are encourgaged to respond to this request. White papers should adhere to the following formatting and outline instructions: 1. Performance Work Statement For Transport of Regulated Medical Waste 1.0Background: The U.S. Army Research Institute of Environmental Medicine (USARIEM) is part of the U.S. Army Medical Research and Materiel Command (USAMRMC). USARIEM is dedicated to Warfighter health and performance research with the focus on environmental medicine, physiology, physical and cognitive performance, and nutrition. The organization is separated into five divisions: Biophysics and biomedical modeling, military nutrition, military performance, Thermal and Mountain Medicine and Research Support. 2.0Objectives: •Provide Regulated Medical Waste (RMW) removal on a quarterly basis or as needed •Receive shipping boxes, red bags, and packing tape for shipment of RMW •Boxes should be able to fit up to 50 pounds of RMW •Distinguish between pathological waste, pharmaceutical, and sharps •Find a facility that complies with the strict regulatory guidelines and quality controls •Understands all federal, state, and local guidelines covering medical waste, hazardous waste, universal waste and other regulatory wastes •Comply with legislation to ensure that all documents are kept secure and confidential at all times •Provide immediate response to emergency situations including fuel spills, chemical spills and hazardous material spills 3.0Technical Specifications The following are provided to demonstrate the task environment in which the services will be provided. It is not directives on how the services are provided but what traditionally has been required to support our mission. 4.0Work Environment The place of performance is Natick, MA, contractor must have the capability to perform the services at this location. Arrange for pick- up and transport of regulated medical waste quarterly or as needed. With the supplied designated RMW boxes and bags, the Government will pack the waste according to regulatory guidelines. Each box will contain double bagged sharps or pathological waste. Proper transportation, treatment and disposal of sharps and biohazardous waste are important to maintain compliance and protect people and the environment. Provide a transport cart to move boxes from the third floor to the loading dock. These will then be loaded onto the truck to be taken to a designated facility for waste segregation and destruction. 5.0Key Responsibilities •Provide the removal of an estimated 3000 lbs of regulated medical waste annually. Each shipment of RMW consists of around 10-20 cardboard boxes or 500- 800 lbs. •A shipping manifest needs to be created for each shipment of RMW and the record is kept for 2 years. The documents should be kept secure at all times. •Provide approximately 20 cardboard boxes capable of holding 50 lbs of waste each. Shipping bags and packaging tape is also provided for shipments. The supplies will be provided by the company at the scheduled pick-up. •A designated truck should be used to transport the regulated medical waste and the driver needs to be qualified to pick up and transport regulated medical waste. 6.0Deliverables will include: •Provide manifest document recording volume of waste removed and number of containers. •10-20 cardboard boxes will be provided at the time of pick-up •Extra biowaste shipping bags will be provided as needed •Packaging tape will also be provided 7.0Additional Requirements and Note Vendor shall comply with all Defense, Army, Institute and other governmental regulatory requirements with emphasis on Safety and Security. The company needs to have a designated facility for the disposing of sharps, pathological, pharmaceutical and hazardous wastes.
