Description
FAR CLAUSES 52.212-5 This notice is a Notice of Intent. The Government intends to negotiate on a sole source basis with Illumina for a maintenance service agreement on the HiSeq 2500 and cBot instruments, (Period of Performance 04/01/2016-03/31-2017). This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR Subpart 12.6, 6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Offeror's may submit capability statements on NOI-RML-C-1776838 This acquisition is a Notice of Intent (NOI). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-86-2 February 1, 2016 The North American Industry Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $20.5 M This requirement is not set aside for small business. The National Institutes of Health, (NIAID), Rocky Mountain Laboratories, currently uses Illumina HiSeq 2500 Sequencer, cBot, & Illumina MiSeq instruments. This acquisition is for a 1 year service & support agreement to keep this equipment running optimally and to protect the government investment in the instruments and research projects. This agreement must provide full coverage on all service, parts and labor including email and telephone support, all software updates, and on-site service. All work & service must be completed by manufacturer certified technicians. All parts for repairs must be original manufactured parts. One preventive maintenance visit during the period of performance shall be provided. Invoice payment shall be submitted and paid quarterly in arrears. FOB Point shall be Destination; Hamilton, MT. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (www.sam.gov). Copies of the above-referenced provisions and clauses are available from http://farsite.hill.af.mil/vffara.htm or, upon request, either by telephone or fax. This is an open-market combined synopsis/solicitation/Notice of Intent for a 1 year service contract as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
