RFI # HT0011-16-RFI-0019 - Armed Forces Health Surveillance Branch (AFHSB) Agency/Office: Department of Defense (DoD) Defense Health Agency (DHA) (formerly TRICARE Management Activity (TMA)) Directorate of Procurement (DoP) Type of Notice: Request for Information (RFI)/Sources Sought There is no solicitation at this time. This request for capability information does not constitute a Request for Proposals (RFP). Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any information or costs incurred. All costs associated with responding to this notice will be solely at the interested party's expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued. 1.0 Purpose of this RFI The DEFENSE HEALTH AGENCY (DHA) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to meet Armed Forces Health Surveillance Branch (AFHSB) requirements for administrative, scientific, and professional services support. The AFHSB mission is to conduct comprehensive health surveillance for the Department of Defense (DoD). The result of this market research will contribute to determining the method of procurement. 2.0 Background: Vision: To be the central, integrated, customer-focused epidemiologic and global health surveillance resource for the U.S. Armed Forces. Mission: Provide timely, relevant, actionable, and comprehensive health surveillance information to promote, maintain, and enhance the health of military and military-associated populations: • Acquire, analyze/interpret, disseminate information, and recommend evidence-based policy; • Develop, refine, and standardize surveillance methods; • Serve as the focal point for sharing health surveillance products, expertise, and information; and, • Coordinate a global program of militarily-relevant infectious disease surveillance. 3.0 Objective: To accomplish AFHSB's mission and critical functions, the agency requires the expertise of preventive medicine and occupational medicine providers, public health providers, epidemiologists, biostatisticians, bioinformatics, research analysts, biomedical systems coding analysts, project and program managers, and administrators. Most of the services support would be provided at a location in Silver Spring, MD. A few personnel will be required to provide services support at a location in Aberdeen, MD and Dayton OH. In order for us to know if the capacity at your company or organization may be suitable for administering one or more aspects of the AFHSB mission, please provide answers to the following questions: Please state the following company information: a. Company Name; b. DUNS; c. CAGE; d. Applicable NAICS Codes; and, e. Business size status and time of last certification. 1. What is your capability and expertise in surveillance, analyses, and reporting of diseases and injuries? What is your experience in doing this with the U.S. Armed Forces and U.S. military-associated populations using surveillance databases within DoD, as well as numerous open sources of information? What is your capability to use statistical software to perform complex analyses on large databases with millions of records? What is your capability to provide epidemiologists and analysts with training and experience using Statistical Analysis System (SAS) software? 2. What is your capability and expertise to coordinate an integrated global emerging infections surveillance and response system and perform associated program management support? What is your experience in doing so with the DoD in general and in regard to force health protection in particular? 3. What is your awareness and understanding of potential global health threats from emerging infectious diseases and other hazards relevant to the U.S. military (DoD Bio-surveillance)? 4. What is your capability to support integration initiatives that contribute to the bio-surveillance objectives of the US Government including global public health system improvement, timely and efficient detection and response to biological threats to global health, and functional interconnectedness among approved Government partners? What is your experience in this as regards the DoD? 5. What is your capability and technical expertise in epidemiology and graphic design to work on monthly epidemiological studies publication; posters presented at approved conferences; fiscal year reports; and inquiries and reports for slides, tables, maps, or graphs? What is your expertise in Adobe InDesign, Microsoft Word, Microsoft Publisher, Microsoft Excel, Microsoft PowerPoint and ArcGIS? 6. What is your capability and expertise in establishing standardized surveillance and reporting methods through collaboration with public health entities? What is your experience in this in regard to the DoD in particular? 7. What is your capability and expertise to support training programs for Preventive Medicine and Occupational Medicine residents (physicians in training) in applied epidemiology and biostatistics as part of their curricula at their assigned university? What is your experience with DoD Preventive Medicine and/or Occupational Medicine residency programs in particular? 8. What is your capability and expertise in establishing and maintaining quality control on surveillance products? 9. What is your capability and expertise in providing technical support in epidemiology, surveillance protocols, biostatistics, and surveillance systems? What is your capability and expertise in providing surveillance system subject matter expertise to the developers of bio-surveillance IT systems? What is your experience in doing so within the DOD? 10. What is your capability and expertise to support public health surveillance programs that prevent or control disease or injury and improve health; to improve a healthcare program or service; or to support clinical investigation programs? What is your capability and expertise in providing public health surveillance study/epidemiological consultation support to external analysts, clinical investigators and researchers? What is your experience in doing so within the DOD? 11. What is your capability and expertise in providing daily administrative support to include but not limited to: scheduling, recording and distribution of meeting agendas and minutes taken from meetings attended; drafting and reporting of weekly activities; updating every year as approved and as needed, standard operating procedures, and tracking training and travel? 12. What is your capability to provide and manage the required services support at multiple locations (Silver Spring and Aberdeen MD as well as Dayton OH)? 13. Capability statements should also include the following: appropriate documentation supporting claims of organizational and staff capability; experience and expertise to provide the services identified above without substantial duplication of cost to the Government; administrative and management structure of significant subcontracting or teaming arrangements anticipated in order to deliver technical capability; and portion of the work that is within your capabilities, if your organization is a small business. 4.0 How to Respond: At this time, the Defense Health Agency (DHA) does not guarantee any future contracts; and, responses to this Sources Sought notice do not bind DHA to any agreement with the responder, be it explicit or implied.
