Description
Statement of Work (SOW) Firearms Facility Hidalgo Port OF Entry, Laredo Field Office PR 20086572 1. BACKGROUND: The Hidalgo Port of Entry, Laredo Field Office, employs approximately 495 sworn law enforcement officers. It is a requirement that all of these officers be certified to carry their firearms by successfully completing the CBP Quarterly Qualification Course. Currently, the Hidalgo Port of Entry does not have a government owned firearms facility and the Hidalgo Port of Entry has to employ private firearms facilities in order to comply with the firearms training requirement. The Hidalgo Port of Entry will need an appropriate firearms facility for weapons qualification and training. 2. SCOPE: It is the intent of U.S. Customs and Border Protection, Laredo Office of Field Operations, Hidalgo Port of Entry to establish a contract to provide training facilities to the Station Firearms Training Unit to conduct quarterly qualification courses as required by the Customs and Border Protection Use of Force Policy. 3. APPLICABLE DOCUMENTS: CBP Use of Force Policy Handbook May 2014 Chapter 6: Use of Force Proficiency and Training A. Demonstration of Firearms Proficiency All Authorized Officers/Agents who carry a CBP-authorized firearm(s), on or off- duty, must maintain an acceptable level of proficiency. All officers/agents are required, on a quarterly basis, to demonstrate their proficiency in the use of each of the firearms that they are authorized to carry (unless one of the exceptions noted in Chapter 6.B apply). The RO or his/her designee shall ensure that officers/agents demonstrate proficiency with additional firearms needed to meet operational requirements (e.g., a rifle, shotgun, etc.). Authorized Officers/Agents who cannot demonstrate proficiency with such firearm(s) will not be allowed to carry such types of firearm(s), but this shall not affect their ability to carry their CBP-issued and/or CBP-authorized handgun(s). ROs shall ensure that Authorized Officers/Agents participate in a minimum of four (4) hours of firearms training each qualification period (unless one of the exceptions noted in Chapter 6.B apply). 4. SPECIFIC TASKS: Task 1: Weapons/Firearms Training Facilities a. Firing Range  Outdoor or Indoor Firing Range capabilities which meet all caliber weapons needed during qualifications with a minimum of 50 yards distance from fire line to target.  Ability to use pistols, shotguns, and high power rifle ammunition  Ability of Officers to fire from multiple firing positions, at least 6  Environmental Protection Agency approved ventilation system with a Fresh air ventilation return  Minimum 10 lanes of fire  Access to restroom facilities  5 - 10 minute access to emergency medical services  PA system  Access to the firing range Monday through Friday during the hours of 6:00 am - 5:00 pm  should be within a 15 mile radius or no more than a 30 minute drive of the Hidalgo Port on Entry for operation and response time requirements. Training Facilities  Weapons cleaning facilities  Active shooter training area (can be reconfigured for scenario based training). c. Maintenance  Contractor will provide all facilities maintenance and cleaning services. d. Contractor personnel  Contractor shall take responsibility for all employees, and should do their best to employ personnel that is capable of delivering the best possible service to instructors and agents. No undocumented workers will be employed by the contractor to assist Customs and Border Protection personnel. The contractor will assume all responsibility for their facilities, including facility maintenance and repair. e. Licensing requirements  The contractor shall meet all applicable state and local regulations. 5. DELIVERABLES AND DELIVERY SCHEDULE: Not applicable. 6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: The Hidalgo Port of Entry's Firearms Instructors will supply all necessary equipment as required for training. This includes, but is not limited to; ammunition, firearms, first aid and safety equipment, and targets. 7. PLACE OF PERFORMANCE: The place of performance shall be at the contractor's facility. 8. PERIOD OF PERFORMANCE: The period of performance shall be twelve (12) months after receipt of award, with four (4) One Year Option Periods. Option periods will be exercised at the discretion of the government and in accordance with existing requirements. 9. SECURITY: There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified 10. SPECIAL CONSIDERATIONS: 10.1 Changes to the SOW No changes to this SOW or cost increases shall be incurred without prior written approval of the Contracting Officer. Any changes or cost increases/decreases will not take effect until the Contracting Officer executes a written modification. 10.2 Travel Travel is not required to support the tasks identified in this SOW. 10.3 Points of Contact All contract questions and concerns shall be directed to the point of contact as designated below.
