Description
The US Army's Night Vision & Electronic Sensors Directorate (NVESD), in conjunction with the Product Manager Soldier Precision Targeting Devices (PM SPTD), both located at Fort Belvoir, VA, is conducting market research to identify potential industry sources of Weapon Mounted Laser Range Finders (LRFs) for characterization against current Army laser range finders. The US Army has a variety of missions that require different range finder performance such as weapon mounted grenade launcher, sniper functions, and long range precision targeting. As part of market research, the US Army is conducting an event called the Laser Rodeo. The event is intended to provide potential sources with an opportunity to demonstrate existing systems. The event will be held during the week of 04 - 08 April 2016. the NVESD Laser Range located on Fort A.P. Hill, VA. Many different ranging scenarios will be set up for the characterization of various LRF systems at the Laser Rodeo. Sources shall provide 2 or 3 LRF systems for characterization. The Laser Range will be set up with many different ranging scenarios and simulated visibilities/obscurants as encountered by the soldier. The days will be divided into a morning slot and an afternoon slot. Interested sources should request a specific time slot and a second choice. Alternatives as well. The time slots will be filled on a first come, first serve basis. Only one source LRF system will be allowed on the Laser Range at a time. Individual demonstrators will each be given a period not to exceed two (2) hours. The two (2) hour limitation includes both set up and tear down. At the conclusion of the demonstration, the Government will provide feedback information in the form of data scorecard indicating the overall performance of the laser range finder in reference to the military specification provided by NVESD. There will be no overlapping of sources. Demonstrations will not be observed by or visible to other potential industry sources. Information resulting from the demonstration will be shared throughout the Army to help determine/select possible LRF's for required Army missions. The LRF systems will be subjected to system performance evaluations. The results of the Government testing m Sources participating in the Laser Rodeo will also be provided with feedback from the Government, strictly for informational purposes. The Government feedback shall not be construed as any form of certification or qualification that the demonstrated product supports any Government requirements. NVESD also welcomes white papers recommending systems that will meet the current or future laser range finding requirements. White papers should describe the contractor's experience with regards to LRF systems, detailed specifications of their systems, organizational capabilities for production, and a Rough Order of Magnitude (ROM) for unit cost for potential future Government procurements. The white paper should also address any other features of your system that may enhance its utility to the Army (such as ballistics calculations). White papers should not exceed 10 pages in length. Submission of white papers is strictly voluntary, as is participation in the Laser Rodeo. Responses should also include the attached cover letter (not included in the page count) providing: a. Point of contact information to include: company name, contact name, company address, website (if available), contact phone number, and contact email address. b. Your Company's experience in performing this type of effort or similar type of effort (to include size and complexity) and a brief description of your direct support of the effort. Responses to this Sources Sought Notice shall not contain proprietary information. This is not a solicitation announcement. This notice serves as market research in accordance with FAR Part 10. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or for costs associated with attending the Laser Rodeo. The Government may use responses to this Sources Sought Notice to make appropriate acquisition decisions. These decisions may support future acquisition decisions in any number of laser range finding programs.
