- amend #3 AMENDED COMBINED SYNOPSIS/SOLICITATION This amendment is to reopen the solicitaion, extend the close date and clarify the requirements. Upon initial review of the offers it became clear that the PWS did not adequately express the Government's requirement. Because the proposals did not address the essential requirements the Government was looking for. The Government felt that the best way to address this issue was to review and direct attention to the PWS and more accurately articulate the Governments requirement as well as provide more specific instructions to offeror's on what the Government wanted to see addressed in their proposals. Specifically the 100% Small Business Set Aside requirement under DFARS 252.225-7001 Buy American and Balance of Payments Program (TAA does not apply under a SB set aside), and all products must be manufactured in the United States. The Government is also reterating the requirements listed in the PWS and section L of the solicitation: A. Replacement Dryers Characteristics The Dryers (Qty: 4) shall meet or exceed the attributes listed below. 1. Shall replace the existing four (4) dryer tumblers outlined in paragraph I. The replacement equipment shall not exceed the foot print of the existing equipment: • 400- 500 lb. Capacity, Steam Dryer. Minimum 143 cu ft volume. • Maximum Footprint /unit: 144" length X 140" Width X 144" Height • Power: 460 volts, 3 phases, at a frequency of 60 Hz. (minimum 208-240v/60cy/3ph) • Shall be mounted to the floor for balance and safety of personnel. • The piping on the units shall be insulated to meet all (OSHA/industry standards). • Shall be equipped to handle steam heating with all internal piping and steam valves. • Lockable main disconnect on machine. • Illuminated E-stop or equivalent. • Shall be air controlled. If no air is detected the system will shut down. • Loading door shall be automatic. • 2 way tilting with a minimum of 12 inches and maximum of 18 inches backwards and forwards for loading and unloading. • Shall have an on board or self-contained/automatic lint collection system • Programming Logical Controller(s) with capabilities to include but not limited to: • Formulas shall be identified by name and program number. Each formula shall have separate programmable heat and cool cycles by time or temperature • Capable of performing self-diagnostics to pinpoint and display problem areas. • Time shall be programmable from 45 to 100 minutes for heating cycle and from 45 to 100 minutes for cooling cycle. • High limit, water valve limit (fire safety), basket rotation (shaft safety), and fire-eye alarm. • A filter, regulator, and gauge shall be included for the compressed air supply. • Reversing drying cylinder action. • A pendant switch shall be included for dual-direction basket-jogging function. • Shall be outfitted with emergency water cool down sprayers in case fires break out in the drum or cylinder. B. Installation The offer or shall provide a turn-key installation solution. The offer shall explain how removal and installation will not impact current facility operations; hours are detailed below. All freight, rigging, installation, removal, and disposition of existing equipment shall be the responsibility of the contractor. Installation will include ducting, exhaust vent piping, plumbing, and electrical connections to provide a turnkey solution for MCRDPI. The equipment shall be hard mounted to the floor with a layer of grout between the base of the equipment and the floor. Rigging and installation shall be inclusive in the equipment unit pricing but shall be itemized in the pricing volume of the quote. The supply system shall also include new flex hoses. All wiring connections shall be new. Installation package shall include: 1. List of recommended equipment aligned with the product requirements 2. Rigging and installation plan to include proposed timelines for installation. 3. Equipment Start-up/demonstration plan. 4. Training and Maintenance program to include but not limited to two (2) complete sets of training materials (available in CD or DVD format) on each piece of equipment for operation and maintenance. 5. Warranty plan. Minimum of 90 days labor warranty and one (1) year equipment warranty 6. Listing of factory authorized, local (located in the Southeast region) service agencies, indicating the address, telephone number, and name of person to contact. Offerors are requested to resubmit offers that include ALL the required elements listed in the solicitation to be considered responsive. The closing date and time for this solicitation is 24 Feb 2015 at 1:00 PM (EDT).
