Description
WHAT: HHS Category Management Laboratory Support Services Industry Forum WHEN: March 10, 201 6 from 9:30am-1:00pm. WHERE : National Institute of Health (NIH) Natcher Center. The Division of Acquisition will host the Category Management Laboratory Support Industry Forum. LOGISTICAL NEEDS : The Industry Forum will offer breakout sessions for vendors with the participating Operating Divisions (OPDIVS) and Staff Division (STAFFDIV). The OPDIVs/STAFFDIV are the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), Indian Health Service (HIS), National Institute of Health (NIH), the Program Support Center (PSC), the Office of Small and Disadvantage Business Utilization (OSDBU). The General Administration Services (GSA) will be invited to discuss Category Management and GSA schedules. Other invites include the Defense Logistics Agency (DLA). Our goal is to learn more about industry best practices and to develop a strategy which integrates industry best practices with government requirements resulting in an optimized solution for category management. HHS is assessing the management of spend in a category labeled "Laboratory Support" this spend consist of three distinct areas (1) Laboratory Supplies and Laboratory Equipment (less than $25K), (2) Laboratory Equipment (greater than $25K) and (3) services and other support related to medical laboratories. After completing an internal analysis of HHS activities in this category a decision has been made to address our current findings in 3 phases. During Phase 1 we will be completing market research to assess industry best practices related to supply chain management best practices related to Laboratory Supplies and Laboratory Equipment (less than $25K). HHS is particularly interested in hearing from industry to discuss some areas of interest discovered during the preliminary planning process including but is not limited to: (1) Automating Manual Processes (e.g., accurately capturing data at the beginning is key to reducing costs; these include accurate charge capture, inventory management, demand forecasting, recall management and comparative effectiveness research); (2) Establishing Efficient Business Relationships (e.g., the ability to connect with business partners through a supply chain community, the frequency of accurate and efficient e-business transaction grows throughout the industry); (3) Reducing Waste/Excess Product (e.g., by turning supply chain data into information on supply levels and use, providers and suppliers can get a better handle on how much product is needed and when, leading to a decrease in loss due to wasted, or lost or expired supplies); (4) Capturing Data for Business Requirements (e.g., the growing role of the supply chain as a key component of the technology infrastructure to help capture an share much-needed data to drive greater efficiency and compliance); and, (5) Enabling Automation Amongst Facilities or Networks (e.g., an opportunity for scalable solutions, like supply chain automation tools, to serve various facilities or networks and allow them the efficiencies, data visibility and cost savings they need to survive. Currently HHS is utilizing varied aspects of supply chain management to fill needs in this category such as (1) Full service Supply Chain Management Services -- offered as a shared service; (2) Supply store concept; and (3) purchasing laboratory supplies utilizing varied procurement methods. The laboratory support NAICS codes for these supplies include but are not limited to 334516, 423840, 423450, 423490 and the PSCs are 6640, 6515, 6505, 6650, 6640, Jo66, 6630, W066, O301, and AJ5. This notice is issued solely for market research and planning purposes and does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid), or obligation on the part of the Government to acquire any products or services, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach.
