- Draft Statement of Work The Federal Railroad Administration is releasing the attached draft Statement of Work (SOW) as part of a Request for Information (RFI) to solicit comments and improve the quality of the anticipated Request for Proposal for Nationwide Rail Contracting Disparity Study for Veteran-Owned Small Businesses in Publicly Funded Intercity Rail Passenger Transportation Projects. The FRA is interested in obtaining information from industry concerning the capabilities, estimated cost, and estimated timeframe to complete the study. The objective of this work is to complete a report suitable for submission to Congress that is an effective and legally defensible disparity study that will meet the requirements of the veteran related provisions of Sec. 11310 of the Fixing Americas Surface Transportation Act (FAST Act). In response to this RFI, the vendors are asked to provide the following information: - Company Information (Name/Primary Point of Contact/Phone Number/E-mail Address/Business Size) - Capabilities statement describing corporate experience and or past performance on similar studies. - Estimate of costs to complete the study. Please include any assumptions. - Information on the estimated time-frame to complete the study. The FRA is interested in completing the study in 18-24 months after contract award. - Would you suggest any changes to the SOW? What additional areas should the FRA consider? Early industry involvement through comments, questions and recommendations, is sought for refining the Draft SOW and contributing to program success. Comments, questions and recommendations shall be submitted via the e-Buy, and should be received by March 8, 2016 at 5:00 pm local Washington D.C. time. This RFI is for market research purposes only and is not a part of a selection process. This RFI is issued solely to obtain information and for planning purposes and does not constitute a Request for Proposal.
