- The Federal Aviation Administration (FAA) William J Hughes Technical Center (WJHTC) is conducting market research for potential vendors with the capability to design and develop new Simulation and Data Services (SDS) systems as described in Attachment I “ Draft Statement of Work and Attachment II - Draft Requirements Document. The SDS systems will be comprised of the following; Sensor and Interfacility Monitor, Recorder and Player (SIMRAP), Scenario Generator (SCENGEN), and SIMRAP Lab Integrated Network Controller (SIMLINC). This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products or services. Responders to this announcement may be asked to provide additional details/information based on their initial response. The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey. Respondents will not be notified of the results of this survey or results of information submitted. The principal North American Industry Classification System (NAICS) code for this effort is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 750 employees. Interested companies are requested to submit: (a) Capability Statement: Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in Attachments I and II, and examples of corporate experience for similar work. This statement should not exceed twenty (20) pages in length. (b) Estimated Period of Performance is 36 months from date of award. 24 months from date of award for first article delivery. 12 months from first article delivery to complete full development of all systems. (c) Provide a Rough Order Magnitude (ROM) for the entire effort, from design and development through deployment. ROM should be broken-down as follows: (1)Design, development and test (to include software and hardware through delivery of first article). Shall include the delivery of technical data (data rights, source code, libraries etc.) (2)Deployment (encompass hardware, software, on-site training, travel and maintenance during deployment) (d) Provide any comments on the requirement (where appropriate) or any additional information to assist the FAA in planning acquisition strategy. (e) Business Declaration: Please complete Attachment III and provide along with the appropriate Small Business Administration certification where applicable. Interested companies must submit their response to this market survey electronically to the Contract Specialist at veronica.anderson@faa.gov by no later than 3 PM (EST) on April 22, 2016.
