- UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH2216R00027 Multi-Standard Compliance Testing Introduction The National Highway Traffic Safety Administration (NHTSA) is an integral part of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce health care and other economic costs associated with motor vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. NHTSA's Office of Vehicle Safety Compliance (OVSC) is charged with determining whether manufacturers meet all applicable safety standards. This proposed effort will enable the Agency to meet its mission by assuring that motor vehicles meet the requirements of the safety standards. Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15 day public notification prior to the issuance of a solicitation DTNH2216R00027. NHTSA intends to issue a solicitation for a Full and Open Competition in support of the Multi-Standard Compliance Testing Program. Contract Type NTHSA intends to award a multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contract whereby Firm-Fixed Price (FFP) Delivery Orders may be issued, in accordance with FAR16.504 and16.505. The applicable North American Industry Classification System (NAICS) code and size standard for this acquisition are: 541380 and not greater than $15.0M Period of Performance The anticipated period of performance is for 60 months to include a 12 month Base Period and two (2) 24 month Option Periods. The solicitation will be issued on or about April 18, 2016.
