Description
The Indian Health Service, Nashville Area Office is looking for vendors that could complete the following work. We are interested to know if one company can fulfill the requirement or if subcontractors would be required and if so how many. Please respond on your companies capability within thirty days of posting. Background: Unity Healing Center located at; 448 Sequoyah Trail Drive, Cherokee, NC 28719, is an Indian Health Service youth drug and alcohol treatment facility. This facility is capable of holding up to 16 residents. The building was originally built in the late 1930s and had served as the Cherokee Hospital. In late 1990s after sitting abandoned for many years, the building was gutted and converted into a youth treatment facility. The building was plagued with excessive moisture and mold growth. In 2008 the building was renovated which significantly helped with moisture issues, but did not completely remedy the problem. One known problem was that the building’s control system installed did not directly address dehumidification. Portable dehumidifiers have been placed throughout the building to assist in controlling the humidity level. The building management system is now 8 years old and various components have failed over that time. This work will encompass repairing the known failed items and reviewing the entire BMS system and components to make sure the system is fully operational. The building’s HVAC equipment consists of: 2 Air Handling Units 1 Makeup Air (Fresh Air) Unit 23 Fan Coil Units 7 Exhaust Fans 1 Kitchen Hood & Makeup Air Unit 1 Boiler 1 Chiller 4 Circulating pumps (2 Hot Water, 2 Chilled Water) 4 pipe Reverse Return Piping system for Hot and Chilled Water Work to be completed: Retro-Commissioning of Building Management System (BMS) Retro-commissioning is a systematic process to improve an existing building's performance. Using a whole-building systems approach, retro-commissioning seeks to identify operational improvements that will increase occupant comfort and save energy. A Building Management System (BMS) or a Building Automation System (BAS) is a computer-based control system installed in buildings that controls and monitors the building's mechanical and electrical equipment. 1. All sensors, actuators, dampers shall be verified for correct function and replaced if required. (See known issues below for known failed) · Repair of other than known failed items shall be completed as a modification to the contract. Pricing for this scope of work should only include known failed items. 2. BMS system web interface shall be upgraded. · Existing Tridium Niagra system only works with legacy desktop computer systems. Upgrade to assure compatibility with new computer systems. 3. Test and Balance · Test and Balance all Air and Hydronic Flows. · Test hot and chilled water for chemical balance. If adjustments are needed a modification to this scope will be provided. Price of water adjustment is not to be included with this scope. 4. Known issues: · Lockout temperatures had to be added to the BMS controls to prevent fan coil units from bouncing between heat and air conditioning causing inefficiency and occupant discomfort. This correction shall be maintained in the upgraded BMS. · Lochinvar Boiler controls could not be integrated to the current BMS system in order to adjust hot water supply temperature based on outdoor air temperature. This is currently done manually by maintenance personnel if needed only on the coldest days of the year. Boiler was short cycling and has been reprogramed to start on a staggered startup firing initially only at 20 percent and then gradually increasing as needed to meet demand. (No Work. For Information Only) · Failed Sensors: a. Outdoor humidity sensor b. Chiller return water temperature c. Bedroom 118 (FCU 13) and 131 (FCU 19) Supply Temperature Sensor d. Connection with FCU 21 Controller. e. Bedroom 116 (FCU 6) Return Air Temperature Sensor System Modification 1. Add wall mounted thermostat similar to all others in the building to the office at the end of the corridor on the first floor (Room 134). This room was designed to be a bedroom and has since been converted to an office. This room has its own dedicated Fan Coil Unit. BMS shall be reprogramed to allow for thermostat control of this room. 2. In room fan speed selector switches (23 each) shall be removed and replaced with speed selector switches that do not have an “off” setting (only high, medium, and low). Submittals · Schedule of work. · As-built drawings for all newly installed or modified systems. · Operations and Maintenance manual (2 copies). o Include all manufacture provided documentation for all systems upgraded / new items installed. o Include all warranty information with contact information. · Retro-commissioning report of all failed items and corrective actions. · Test and Balance Report · Proof of liability insurance $1 million minimum. (Submit with Proposal) · 10% Bid bond (With Proposal) / 100% Performance bond. (After contract Award) Requirements Codes · All designs and construction shall be in accordance with the most current issues of the National Electric Code, National Fire Codes, AIA Guidelines, ADA, UBS, ASHRAE, OSHA (during construction), UFAS (Uniform Federal Accessibility Standards), all Federal, State, and local ordinances, and shall be in accordance with the most current Industry Standards for a medical facility. · Where conflicts between codes occurs the more stringent code shall apply. Local Labor · Use of personnel or contractors belonging to the Eastern Band of Cherokee Indians to provide specialized services where applicable, practical, effective and feasible is encouraged. Meetings · Weekly progress meetings will be held with Health Service Administrator or designated staff member, and facilities engineer to ensure progress and future work is communicated to all stakeholders on this project. Material Considerations / Requirements Waste o All wastes generated during construction shall be disposed of at a receiving facility that is authorized to receive those wastes, i.e. construction and demolition wastes, refuse. Scheduling · Unity Healing Center is a 24/7 facility. Residents’ schedules vary from day to day. Special considerations to noise, climate control, dust containment, safety and traffic flow will be required. All efforts will be made to minimize interference. · Any proposed power outages, disruptions of patient service, blocked exit ways, disruption of fire suppression or annunciation, or similar action that may require temporary closures must be scheduled and approved at least two days in advance with the Health Service Administrator. · Contractor must ensure access to and from the facility is not hindered or create any safety issues for patients. Location of staging area, temporary trailers, construction dumpster, and any other items being stored on site must be approved by Health Service Administrator. · Any relocation of furniture and/or equipment by the contractor shall be coordinated with the Health Service Administrator. If through negligence or carelessness any of the furniture and/or equipment is lost or damaged, the Contractor will be held liable. Site Restoration All utilities shall be fully functional at the completion of the project. It is the contractor’s responsibility to connect all relevant utility lines. Contractor is responsible to pay all applicable fees and comply with any standards imposed by the respective utilities company. The contractor shall restore all areas interior and exterior disturbed by construction to condition at least equal to that existing prior to construction. Performance Period All work shall be completed 90 days from design acceptance. All components upgraded or repaired shall carry a 1 year warranty.
