- Description
- The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification under contract N00024-08-C-6272 to Progeny Systems Corporation, 9500 Innovation Drive, Manassas, VA 20110, to procure end-of-life electronic components for the MK 54 MOD 1 Lightweight Torpedo. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(b)(2), as implemented by Federal Acquisition Regulation (FAR) 6.302-5, authorized by statute, as a Small Business Innovation Research (SBIR) Phase III contract action that derives from, extends, or logically concludes effort(s) performed under prior SBIR funding agreements. In addition, Progeny is the only known company that can provide the highly specialized torpedo components without program delays and without excessive costly redesign. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
