- Description
- DESC: The U.S. Department of Commerce (DOC), the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division- Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Gulfstream Aerospace Corporation for annual technical publication renewal subscription services for the Aircraft Operations Center (AOC) at MacDill AFB, FL. Background: NOAA owns and operates one Gulfstream IV (G-Iv) aircraft with the following FAA registration and serial number: N49RF – S/N 1246. The NOAA AOC located at MacDill AFB, Florida manages its G-IV in accordance with FAR Part 91. It is a FAR Part 91 requirement to reference the most current aircraft manuals. The current subscription services expire on March 15, 2016. Requirements: Annual technical publication renewal subscription services for: One (1) CMP.net maintenance tracking system for large cabin aircraft One (1) GIV Maintenance Library CD-ROM Two (2) FAA Flight Manuals (GIV-AFM) One (1) Non-Destructive Testing Manual (GIV-NDT) Sole Source Justification: The Original Equipment Manufacturer (OEM), Gulfstream Aerospace Corporation, is the only vendor capable of providing technical publication services. Gulfstream Aerospace Corporation is the only vendor able to provide the CMP.net maintenance tracking system. This is the industry standard and has been used since the aircraft was delivered in 1994. Switching to an alternative maintenance tracking system would be troublesome, costly and may put pilots at risk. Sources Sought: The sources sought notice is not a request for competitive offers and no solicitation is available. However, firms which believe they are able to provide the technical publication services and maintenance tracking system may submit substantiating documentation in writing within seven days of this notice. Responses may be sent via email to Laura Taylor at Laura.N.Taylor@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to abstain from conducting a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not an acceptable response to this notice. DOC, Eastern Region Acquisitions Division- Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
