- Industry Request Form Sources Sought Synopsis for the Global Aircrew Strategic Network Terminal (Global ASNT) Increment 2 System This is not a solicitation announcement. This is a Sources Sought Announcement only and not a request for proposal. The purpose of this announcement is for market research purposes only. Responses to this announcement will be used by the United States Air Force to make appropriate acquisition decisions. A subsequent solicitation announcement may follow. Responses to this announcement will not be considered an adequate response to any future announcement. Lack of a response to this announcement will not limit participation in any resultant acquisition. The United States Air Force (USAF) is contemplating issuing a Request for Proposal (RFP) in FY17 for the work stated below. This is a market survey request to locate businesses that are interested and have the necessary capabilities, regardless of business size, to provide integration of all subsystem needs and/or a smaller set of subsystem needs. This top-level synopsis is provided at the unclassified, approved for public release level. Interested businesses requiring additional information concerning Global ASNT Increment 2 should fill out the attached file entitled Global ASNT User Registration and Disclaimer.pdf and submit via email to Captain Stuart Perlow stuart.perlow.1@us.af.mil within 5 business days. To obtain additional information, interested businesses must be a U.S. Department of Defense Contractor that possesses an active US Commercial and Government Entity (CAGE) Code. It is recommended that interested businesses have a minimum of Secret facility clearance, but not required. Requests that are missing any required information or a signature will be returned. If the interested business does not have a US CAGE Code, the request will be denied. The detailed market survey request will be provided via encrypted email or mail once the User Registration and Disclaimer Form is submitted and approved. General Description of Work: Global Aircrew Strategic Network Terminal (Global ASNT) Increment 2 will be an Air Force Life Cycle Management Center (AFLCMC) managed program. Global ASNT is a USAF Acquisition Category (ACAT) II program employing an incremental procurement strategy to deliver required capabilities to the Warfighter, as defined in the validated Global ASNT Capability Development Document (CDD). Increment 1 was awarded in 2013 and will field an Extremely High Frequency (EHF) command and control (C2) ground terminal capability using both Milstar and Advanced EHF (AEHF) satellites. Increment 2, with anticipated RFP release in FY17, will field Ultra High Frequency (UHF) line-of-sight and High Frequency (HF) C2 communications capability and an Aircrew Alerting System (AAS). A future Increment, not part of this effort, will field a Very Low Frequency/Low Frequency (VLF/LF) ground C2 receive capability. All three increments will operate together to provide secure, survivable ground fixed and transportable C2 communications capability at USAF Wing Command Posts to provide connectivity with strategic force elements in stressed environments. Global ASNT Increment 2 contract is currently valued at $113M. This Sources Sought Announcement is seeking to determine the following with respect to Increment 2 only: •1. Are there interested Industry partners? •2. Are there potential available solutions to the Global ASNT Increment 2 capabilities? •3. Are there existing Commercial-off-the-Shelf (COTS) or Government-off-the-Shelf (GOTS) solutions that have already been fielded in similar operational scenarios, and if so, what are the contract vehicles the Government can purchase from? •4. Where COTS/GOTS solutions are not available, what is the extent of development required? •5. What manufacturing and fielding capability does Industry have?
