- Notice of Intent UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH2216R00025 National Advanced Driving Simulator (NADS) T he National Highway Traffic Safety Administration (NHTSA) intends to make an award, on a sole-source basis, to the University of Iowa to provide technical support to develop and implement research on the NADS, during the period of September 30, 2016 to September 29, 2021. Introduction NHTSA’s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. This synopsis, in accordance with FAR 5.203(a), issues a 15 day public notification prior to the issuance of a sole-source solicitation DTNH2216R00025. Research subject areas which may be addressed, but not limited to: a. Advanced technology (ITS) b. Vehicle handling & dynamics c. Braking (e.g. ABS) d. Advanced driver assistance systems e. Usability/acceptability of driver-vehicle interfaces f. Driver emergency response g. Alcohol and drug impairment h. Driver distractions and workload i. Novice drivers j. In-vehicle information systems k. Test track or field testing to complement simulator-based data collection l. Older drivers m. Drowsy drivers n. Ergonomics o. Electronic stability systems p. Driver behavior, driver risk taking, speeding q. Weather/environment issues r. Heavy vehicle issues s. Visibility from vehicles t. Vehicles sensors u. Displays and controls v. Simulator validation and scenario development The NAICS Code for this anticipated contract is 541712 with a size standard of 500 employees. Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov. It is the Government’s intent to award a Cost, Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit capability statements, in writing, to the identified point of contact to NHTSAOAM@dot.gov by March 28, 2016. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. The anticipated award date is September 30, 2016.
