- Updated PWS in response to Vendor questions. UPDATE 23 FEB 2016 The intent of this update is to provide responses to those questions pending a response on the last solicitation amendment. A formal amendment will be processed and distributed for contractor signature prior to the close of this solicitation (10 March 16). However, in the interest of providing responses as soon as possible, please see the information provided below, along with the attached, updated Performance Work Statement (PWS). PLEASE NOTE: A correction to question 11 has been made. 11) Will the government please identify if there is an O&M contractor currently under contract to provide operations and maintenance support for the existing system? Please identify the O&M contractor and if they are excluded from bidding on the current project due to an OCI? [YES, THERE IS AN O&M CONTRACTOR FOR ALL CURRENT ACS & IDS SUPPORT ON THE INSTALLATION. HOWEVER, THE CONTRACTOR IS NOT A US COMPANY USING CLEARED (I.E. MINIMUM US SECRET CLEARANCE) US PERSONNEL, AND DOES NOT CURRENTLY CONFORM TO REGULATIONS.] 12) Can the government please clarify their intent that the existing IDS and ACS systems will be 100% replaced, including all end point devices and controllers? Or, may the bidder propose to reuse portions of the existing systems? [YES, THE EXISTING IDS & ACS WILL BE 100% REPLACED. NO, REPEAT, NO COMPONENT (TO INCLUDE SENSORS, PREMISE CONTROL UNIT (PCU), CABLING, ETC.) FROM THE EXISTING SYSTEM WILL BE RE-USED. THE EXISTING SYSTEM MUST REMAIN FULLY OPERATIONAL DURING THE INSTALLATION AND VERIFICATION OF THE NEW SYSTEM. ONCE THE NEW SYSTEM HAS BEEN ACCEPTED BY THE US GOVERNMENT, THE CURRENT SYSTEM SHALL BE REMOVED IN ITS ENTIRETY. ANY PERIOD OF TIME WHERE A FACILITY MAY BE LEFT VULNERABLE (NO ACTIVE SYSTEM) MUST FIRST BE APPROVED BY THE COR.] 13) Can the government please provide a make and model (part#) of the existing IDS and ACS system controllers. If possible, please provide sample end-point device part numbers for key devices of each the IDS and ACS system. [THE MAKE & MODEL OF THE EXISTING SYSTEMS ARE IRRELEVANT AS THE SYSTEMS WERE NOT INSTALLED IN ACCORDANCE WITH US REGULATORY GUIDANCE (E.G., AR 380-5 AND ICD 705).] 14) Paragraph 5.5 and sub-paragraphs identify fairly specific requirements for 3 of the 4 buildings: 213, 239, and 261. Bldg 20134 is also identified but it is designated as the building for remote monitoring-not a building for new installation work. Therefore, please identify the 4th building and the 4th building's requirements. [PLEASE REFER TO UPDATED PWS, SPECIFICALLY PART 5-SPECIFIC TASKS.] Please continue to monitor Fed Biz Ops for the release of the pending amendment.
