- PHMSA-RFP-DTPH5616R00002, Analytical Services in Support of Hazardous Materials Transportation This is a Synopsis/Solicitation for the procurement of 'Analytical Services in Support of Hazardous Materials Transportation' for the US Department of Transportation, Pipeline and Hazardous Materials Safety Administration's Office of Hazardous Materials Safety (US DOT -PHMSA, OHMS). US DOT - PHMSA, OHMS, is seeking a contractor(s) with Research and Development (R&D) experience related to risk assessment, evaluation of emerging technologies, risk mitigation, emergency response, human factors, risk management and communication. PHMSA's primary mission under the Hazardous Materials Transportation Uniform Safety Act of 1990, P.L. 101-615, 49 U.S.C. 5101 et seq. (as revised by P.L. 103-272 and P.L. 103-311), is to protect people and the environment from the risks inherent in the transportation of hazardous materials (HMs). To accomplish this mission, HM safety regulations must be developed and enforced. It is often necessary to obtain scientific services that are not available within the agency, including engineering research, human factors, risk management and communication and HM risk analysis/assessment research. OHMS has a continuing need to research, assess, analyze, and in some cases develop products to determine the risks associated with the adequacy and safety of HM transportation. OHMS has a need to perform basic and applied research to enhance and improve compliance with the Hazardous Materials Regulations (HMRs) and to gain information on emerging transport risks.
