- This Sources Sought Notice is being issued for informational purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS). ARS is conducting a market survey to identify the availability and interest of qualified Small, Small Disadvantaged, Small Service-Disabled Veteran-Owned, Historically Underutilized Business Zones, and certified 8(a) firms as potential sources of Design-Build for the Modernization of South East Poultry Research Laboratory (SEPRL) at U.S. National Poultry Research Center, 934 College Station Road, Athens GA 30605. The North American Industry Classification System (NAICS) codes are 236220 (Construction), 541310 (Architect) and 541330 (Engineering) with a size standard of $142 million for construction. The ARS has a requirement for Design-Build of the Modernization of SEPRL at the U.S. National Poultry Research Center. Background: The SEPRL staff currently maintains more than thirty buildings with an approximated combined total SF of 70,000 GSF, on a thirty-two acre site. The offices, laboratories, conferencing and animal facilities are aged, outdated and overcrowded. Since the construction of the campus began in the 1960's, the mission, size and agency have changed leading to an inadequate capacity to lead the nation and world in the research to control devastating poultry and zoonotic diseases such as avian influenza. Requirement: Design-Build Services are required for Architectural, Structural, Civil, Mechanical, Plumbing and Fire Protection, and Electrical Systems. The scope of the project consists of constructing approximately 250,000 GSF of laboratory, office, and animal poultry research space in five buildings. This will require that approximately 67,000 GSF of existing buildings will be demolished at various stages of construction to make room for the new buildings while allowing SEPRL to continue full operation throughout construction. Bridging Documents will be designed to a 35% conceptual design except for the BSL-3 building (Building 47) which will be designed to a 65% design completion because of its Mechanical systems complexity for bio safety. The description of the new buildings are as follows: (1) Building 45, will be a 60,000 GSF, two story masonry building that will consist of laboratory, laboratory support spaces, laboratory offices and administration functions. (2) Building 46, will be a 78,000 GSF, masonry building that will consist of one floor of ABSL-2 (Animal Bio Safety Level) poultry holding rooms with procedure areas and hatchery. The facility also requires several showers and an incinerator to ensure that nothing is transferred from the facility that could contaminate local poultry. The building will also have a full penthouse and a partial basement to support the animal floor. The building will also include a section that will link the basements of Buildings 46 & 47, and provide a loading dock to support the buildings. (3) Building 47, will be a 75,000 GSF, masonry building that will consist of one floor of ABSL-3 poultry holding with procedure rooms, ABSL-3AG poultry holding with procedure rooms and BSL-3 Laboratory. The facility also requires several showers, an incinerator, renderer, Effluent Decontamination System (EDS) to ensure that no biological hazards is transferred out of the facility. The building will also have a full penthouse and a partial basement to support the animal floor. (4) Building 48, will be a 25,000 GSF, masonry building that will consist of one floor of thirteen poultry holding rooms. Each room will have its own standalone evaporative cooling and heating system. (5) Building 49, will be a 12,000 GSF, masonry building that will consist of one floor for hatchery and brooding facility and a full size basement that will be used for storage. (6) New utilities to the site will also be required as part of this project. Utilities to the site shall include, water, sewer, electrical, and natural gas. A centralized utility plant will be constructed in the basement of building 47 to support heating and cooling for building 45, 46, and 47. New emergency generators will be required to support a power outage for all buildings on site at the completion of construction. (7) Project will entail some construction of roads, sidewalks and landscaping. Cost: Total Design-Build cost is estimated more than $100 million. THIS IS A SOURCES SOUGHT NOTICE ONLY. Interested firms are invited to respond to this announcement by providing the following information: 1. Geographical location(s) of major and satellite offices. 2. Business size (large or small) and type of firm (8(a) concerns, HUBZone small business, small disadvantaged business, women-owned business, or service-disabled veteran-owned or other eligible veterans). 3. Company literature/documentation supporting experience in Design-Build projects of this size and scope. 4. Experience in successfully completed Design-Build projects; and e) bonding capacity and name of bonding company. NOTE: This project will require firms to provide for Architect, Engineering and Construction Services. If your company lacks one of these required services, your firm must create a partnership with a business that can complement/fulfill ALL the needed requirements by the submission of qualifications' due date. NO SOLICITATION EXISTS. THIS REQUEST IS INTENDED ONLY TO IDENTIFY SOURCES OF DESIGN-BUILD SERVICES. The Government does not intend to award a contract on the basis of this sources sought announcement. The deadline to respond to this notice is March 18, 2016, 3:00pm Eastern. No site visits to the facility are allowed. Requested information shall be limited to no more than 20 pages. Interested firms are instructed to submit written responses by e-mail to michael.wigfall@ars.usda.gov, NO HARD COPY OR FACSIMILE SUBMISSION WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
