- DD254 Packaging Subcontracting Checklist Security Guide Statement of Work CDRL Solicitation This statement provides notice that the government anticipates awarding a contract for Engineering Supply for the AN/ALQ-161A Operational Flight Program (OFP) 6.40/6.50/6.60 sustainment effort and to deliver block cycle software updates. The contractor shall provide system products which are directly impacted by or related to the OFP as directed by the government. These software products may include, but are not limited to, Emitter Identification (EID), Emitter Reprogramming Software (ERS), AN/ALM-280 Enhanced Automated Special Test Equipment (EASTE) software, Mission Data Load Tool (MDLT) software, Line Replaceable Unit (LRU) firmware, and system lab and data analysis tools. This requirement provides for contractor performance of deficiency analysis tasks associated with in-scope software candidates and problems, test adequacy and efficiency studies, and future block cycle candidates. Additionally, the contractor's primary responsibility is to identify candidates, incorporate solutions, and test the resulting Operating Flight Program (OFP) block cycle product. The proposed contract action is for supplies for which the government intends to negotiate and award a five-year sole source contract to Northrop Grumman Technical Services, Inc. (CAGE: 0JRC1), 2411 Dulles Corner Park, Herndon, VA 20171 for support and the delivery of block cycle software updates. This is in accordance with Federal Acquisition Regulation (FAR) 6.302-1. All responsible sources may submit a capability statement of proposal, which shall be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. In accordance with AFI16.201, foreign participation is not permitted at the prime contractor level. All potential offerors should contact the buyer/contracting officer identified above for additional information, questions and/or concerns. The solicitation is expected to be released on or around 8 January 2016 with a response due 30 days after the issuance of the solicitation. The RFP will be posted at www.fedbizopps.com and all attachments will be export controlled. The period of performance will last for a total of one (1) 12-month basic period and (4) 12-month option years. The place of performance will be a combination of a U.S. Government installation (Robins AFB, GA and Eglin AFB, FL) and the Contractor's facility.
