- DRAFT SOW THIS IS A SOURCES SOUGHT NOTICE ONLY and a SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice AG-32SC-SS-16 -HAZMAT is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. The USDA, ARS, EBSC, National Center for Agricultural Utilization Research (NCAUR) Peoria, Illinois has a need/requirement for a Hazardous Material Removal and Disposal Services Contract to support research needs. The Eastern Business Service Center (EBSC) is issuing this sources sought request as a means of conducting market research to identify parties having an interest in and the resources to provide the aforementioned services for NCAUR. The result of this market research will contribute to determining whether there are adequate sources are available from which to receive competitive proposals. The award will be for the period starting approximately July 1, 2016 for a Fixed Price and IDQ type contract, with four option years. The Details and specifications for the Hazardous Material Removal and Disposal Services Contract shall be per the attached SOW Delivery to: USDA-ARS-NCAUR, Peoria, Illinois. Award will be made based on a "Lowest price technically acceptable" basis by the Government. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 562211. For a company to qualify as a small business, the small business standard is 500 employees or less. Submission Instructions: Interested parties, who consider themselves qualified to provide the product as detailed are invited to submit a response to this Sources Sought Notice by 2:00 PM (CDT) March 8, 2016. If your organization has appropriate qualifications and capacity to provide this product, please provide the following information: (1) A complete and current record of your SAMs Registration which includes DUNS number, Organization name, address, contact name, email address, Web site address, telephone number, type of organization, small business type (if any), etc; (2) A list of previous customers (Federal Preferred) which were provided products similar in nature. All questions or responses under this Sources Sought Notice shall be sent to Mark O Volk, Contracting Officer, USDA, ARS, EBSC, Contracting Office, 1815 N. University Street, Peoria, IL 61604. Supporting documents may be furnished by mail, or email at Mark.Volk@ars.usda.gov All communication shall be in writing referencing AG-32SC-SS-16-HAZMAT preferably by email. No information will be taken by telephone. Any additional amendments and/or documents related to this procurement will be available electronically at: http://www.fbo.gov. Contractors will be responsible for downloading their own copy of those documents related to this procurement, if any. THIS IS A NOTICE FOR SOURCES SOUGHT. No feedback or evaluations will be provided to companies regarding their submissions. However, EBSC may contact sources to gather additional information as needed.
