Statement of Work (SOW) RFQP0700COBO1600027 Solicitation Notice Memorandum Attached please find RFQ number RFQP0700COBO1600027 (GSA eBuy RFQ RFQ1069204), which is being issued to procure services to support Federal Bureau of Prisons (BOP), Health Services Division, Safety Branch from GSA Schedule number 899: Environmental Consulting Services 899-1. Quotes are being requested in accordance with Federal Acquisition Regulation (FAR) Part 8.405-3, Blanket Purchase Agreements (BPAs). This BPA is being established to provide support for the Environmental Compliance Training Program. The BOP Safety Branch is responsible for developing and managing the Environmental Compliance Training Program. The training program is designed to train BOP personnel to gain a working knowledge of principle Environmental Laws and Regulations. The Contractors/providers will provide training courses delivered in a classroom setting, must provide each student with a hard copy of all course materials to include a copy of all applicable standards. Certificates of training must be provided to all students upon completion of the training. All courses will be held at a BOP or Federal government location. The Government anticipates establishing a single-award BPA as the mechanism to procure support for these services. The anticipated duration of the BPA is estimated to be the date of award through September 33, 2020 for a maximum total of five (5) years. In accordance with FAR 8.405- 3(d)(2), the period of performance for this BPA shall consist of a one (1) Base Period and four (4) one (1) year Option Periods. The anticipated duration for each period is as follows: Period Performance Dates Base Period Date of Award - 09/30/2016 Option Period One 10/1/2016 - 09/30/2017 Option Period Two 10/1/2017 - 09/30/2018 Option Period Three 10/1/2018 - 09/30/2019 Option Period Four 10/1/2019 - 09/30/2020 This RFQ consists of the attachments as listed below. Please review each in its entirety as you prepare your response. • Standard Form 1449 • Statement of Work Quotation packages submitted in response to the RFQ shall include the following: 1) An executed copy of the SF-1449. Please ensure blocks 17a and Section 2 - Commodity or Services Schedule (Page 5) completed. 2) A written technical submission that addresses the technical evaluation criteria and a pricing proposal that provides individual loaded labor rates for all positions identified, including GSA contract hourly rates and any applicable discount percentage for each year as specified in the Schedule of Professional Services. Contractors must provide a firm fixed price per class for up to four (4) classes per year. There will be approximately 30 students enrolled in each class. 3) An acknowledgement that your company is registered and has an up-to-date (active) record in the System for Award Management (SAM). Please provide your DUNS number so your credentials may be retrieved from https://www.sam.gov/portal/public/SAM/ 4) A copy of the signed cover page of your GSA contract award. NOTE: Failure to comply with the requirements of this RFQ and submission of an incomplete quote package may eliminate a contractor from being considered for this award.
