- Vendor Questions/Concerns as of February 29, 2016 for: 619-16-1-5243-0006 / VA247-16-R-0356 / ELECTRICAL VOLTAGE TESTING A Site Visit prior to 9:00am CST on March 4, 2016 is HIGHLY RECOMMENDED The closing date for this action has been extended to 1:00pm EST on March 4, 2016 1) Low Voltage Circuit Breakers: Quantity of this category of circuit breakers is not given in the scope of work. Since no quantity is given, will the quantity be zero? If not, what is the quantity to be tested? Number of actual breakers is unknown, however the number of panels are in the statement of work 2) Load bank testing of generators. Will the contractor pay for the rental of the load banks or will the government pay for the load bank rental? Contractor's responsibility. Montgomery has 3 generators and Tuskegee has 10 generators that require the 4 hour Joint Commission testing. 3) Will the minimum of 30 percent load bank requirement in VHA Directive 2014-1028 be followed. If this 30 percent requirement is followed, will the data of the required generator logs showing how many generators requiring a load bank be made available before the bid opening? Yes, but see answer to question #2 4) How many oil type transformers are to be tested at Tuskegee? Statement of work states 42 5) VHA Directive 2014-1028 states that all molded case circuit breakers 225 Amp frame and below are to tested for opening and closing? In addition to infra-red scanning of the panel boards, will all of the 225 amps and below molded case circuit breakers be tested for proper opening? Yes 6) How many SF-6 Medium Voltage switches are to be tested at Tuskegee and Montgomery? Unknown The service highly recommends any and all vendors conduct a site visit to be able to provide a competitive proposal. The site visit however, IS NOT MANDATORY. 7) One-line diagrams would be very helpful. In addition, there is a mention of a load study and infrared panels for the CAVHCS in Montgomery. These requirements are not listed for the Tuskegee location but are they required? Load study for Tuskegee no, infrared yes. 8) In addition, what equipment is a load study required for and for what length of time? How many load studies would need to occur simultaneously? The load study is required to determine if all equipment on the emergency circuits exceed the 30% rating for the generator to eliminate annual load bank testing, however a 4 hour load bank of all generators is required to satisfy Joint Commission requirements. 9) With respect to the infrared panels does this mean they want the panelboards to be infrared scanned? Yes 10) What about dry type transformers and other equipment that is typically infrared scanned? All panels and transformers require infrared scanning to determine hotspots 11) Would infrared scans be limited to only the Montgomery location? No. 12) For the pad-mounted switches and transformers, do SF6 gas and oil samples need to be tested and analyzed? Yes 13) Generators. a. What type of test are to be performed on the ten (10) generators at the Tuskegee facility? Minimum of 4 hour load test (dynamic or static) that is at least 30% of the nameplate rating of the generator per Joint Commission EC.02.05.07 EP8 b. Are the generators to be "Load Bank Tested"? Yes 14) High Voltage Switchgear a. Besides the normal testing, "Load test high voltage equipment" is asked for. Can this statement be clarified? The testing should follow the guidance laid out by the National Electrical Testing Association (NETA) as stated in VHA Directive 1028. 15) Will equal certifications to NETA be acceptable such as Professional Engineer and degreed engineer with more than 30 years experience? Section 2 sub paragraph (a) of the SOW states that Contractors shall be certified IAW NETA, if the professional or degreed engineer is NETA certified, then yes, otherwise no. 16) Is VHA Directive 2014-1028 a part of this contract? This directive specifies load bank testing of generators (not listed in the specifications) Section 1 sub para (b)- " Supplies and services: Professional testing and maintenance of electrical systems and equipment. Furnish all labor, equipment and supplies necessary to provide electrical analysis to include specialized testing, inspecting, cleaning, adjusting and appraising of electrical distribution system and apparatus to assure their reliable operation. Testing shall be performed in compliance with manufacturer's recommendations and applicable NEMA, NEC, ANSI, ASTM, ASA, and VA standards." 11) VHA Directive 2014-1028 states that circuit breakers 250 amps and above must be tested. Breakers below 250 amps must be exercised. See response to question 16
