- The purpose of this Sources Sought Notice is to identify qualified businesses, both Small Businesses [including 8(a) Small Businesses, Small Disadvantage Businesses (SDB), Woman-owned Small Business (WOSB), Historically Underutilized Business Zone (HUB Zone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service Disabled Veteran-Owned Small Business (SDVOSB)] and Large Businesses that are interested and capable of providing hydrocarbon based fuel from alternative sources (such as waste to energy, coal to liquid, biomass, natural gas, etc.) that may be considered as viable alternatives for future petroleum product requirements for the Defense Logistics Agency (DLA) Energy. Please note that the Government is not interested in responses to this notice regarding biodiesel and ethanol production. The Government is interested in determining the extent of the capabilities, products, maturity of business processes, and logistics/supply chain structures of potential vendors and refineries dealing in alternative fuels. To that end, firms interested in potentially providing fuel from alternative sources or in shaping DLA Energy's future alternative fuel requirements are requested to provide the following (but not limited to) information: - Indicate if you are qualified as a Large Business or what category of Small Business/8(a) Small Business standard (i.e., SDB, HUB Zone) your firm qualifies as or under, as well as the North American Industry Classification System (NAICS) code(s) under which your business is qualified. Information on size standards can be found at the following link: https://www.sba.gov/content/north-american-industry-classification-system-codes-and-small-business-size-standards - Describe the type of business role you perform: are you a refiner, intermediate manufacturer (blends alternative components with petroleum product without actually refining), a trader (acts as an intermediary and provides product produced/blended by someone else) or a combination of roles. - The types of alternative fuel products that you produce or provide and to which specifications are they produced. - The status of your firm in regards to production/refining: are you currently producing/refining or if not, when do you anticipate to be in production/refining (indicate the future timeframe/date as accurately as you are able). - If you are currently producing/refining product, the volumes you are producing (max refinery rate, volume per product, etc). Where is the refinery located where the alternative fuel products are produced? - Detail the production process/pathway and components utilized to produce the alternative fuel. If different types of alternative fuels are produced with different components and processes, please indicate the differences or annotate as a separate process. - The type of distribution channels utilized or available for use to distribute/provide your product (i.e., pipeline, tanker truck, barge, or tanker vessel). Do you currently have any commercial customers or supply agreements? - Has the Environmental Protection Agency (EPA) approved a petition for use of a "D code" (pursuant to 40 CFR § 80.1416) for the fuel production pathway? If not, has there been any other type of analysis performed on the alternative fuel pathway (consisting of feedstock, conversion process, and finished fuel) to quantify the fuel's lifecycle greenhouse gas emissions for comparison to its conventional petroleum equivalent? - Any additional items that you believe are pertinent to your alternative fuel production capability, logistics, supply chain or business practices. The deadline for responding to this Sources Sought Notice is March 17, 2016, 4:00 PM local Fort Belvoir time.
