- NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: VA260-16-Q-0285Date of Notice: 03-01-2016 Contracting Officer: DIANA CURLClosing Date: 03/31/2016 This notice will appear for 30 days from above date. ************************************************************************************** Description of Supplies/Services: The Department of Veterans Affairs, Seattle VA Medical Center, requires services, non - personal, to provide labor, tools, supervision, and material to ramp down, safely disconnect all components, prepare all equipment associated with the MRI, with rigging needed for movement, then once the building is ready/prepped for movement, move and re-install the Philips Achieva XR MRI. The unit is currently located in Building 31 and will be moved to Building 37, Room 206 (SW corner of 2nd Floor). Removal of the structural components in both buildings will be performed by a separate contractor. The Government intends to award this requirement noncompetitively IAW FAR 6.302-1, to Philips Healthcare, A Division of PENAC, because this vendor was awarded a full service contract effective May 1, 2015 through April 30, 2016 on VA contract VA260-15-F-1822/V797P-6011B. All work associated with this equipment is covered by this contract. If any other vendor were to move this equipment, it would void warranty and potentially require another contract to be negotiated. Also, by using the same qualified vendor to move this MRI, they will cover any damages that may incur, and any parts needed outside the warranty would be available at a discounted rate. Accordingly, Philips Healthcare is the only firm capable of providing the supplies and services described above without the Veteran's Health Administration experiencing substantial duplication of costs that could not be expected to be recovered through competition. This MRI was installed by Philips Medical in 2010 and recently went out of warranty. The fact that this MRI is still relatively new, and that Philips Healthcare has the expertise in safely moving and reinstalling this MRI in the new building, compels the VA to go sole source to this vendor. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response, which, if timely received, must be considered by the agency.
