Sources Sought Notice: NURSE RESIDENCY PROGRAM ACCREDITATION at the Ralph H Johnson VA Medical Center in Charleston, SC DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Darius.crane@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 813920, Professional Organizations (size standard $15.5 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the Federal Business Opportunities (FBO) website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to provide the following service: I. SCOPE OF WORK: 1.General: Contractor shall continue to recognize Ralph H. Johnson VA Medical Center as CCNE Accredited organization and continue to provide resources as a part of the approved CCNE Accreditation http://www.aacn.nche.edu/ccne-accreditation/about/mission-values-history A.PLACE OF PERFORMANCE: All work listed herein shall be performed at the Ralph H. Johnson VA Charleston Medical Center located at 109 Bee Street, Charleston, South Carolina 29401. B.PERIOD OF PERFORMANCE: Services will be continued for the period of one year. The annual fee is required annually. C.GENERAL REQUIREMENTS AS AN ACREDITED ORGANIZATION: "An accrediting organization: oPursues its mission, goals, and objectives, and conducts its operations in a trustworthy manner. "Focuses primarily on educational quality, not narrow interests, or political action, or educational fashions. Demonstrates respect for the complex interrelationships involved in the pursuit of excellence by individual institutions or programs. "Exhibits a system of checks and balances in its standards development and accreditation procedures. "Maintains functional and operational autonomy. "Avoids relationships and practices that would provoke questions about its overall objectivity and integrity. "Analyzes criticism carefully and responds appropriately by explaining its policies and actions and/or making changes. "________________________________________ oMaximizes service, productivity, and effectiveness in the accreditation relationship. "Recognizes that teaching and learning, not accredited status, are the primary purposes of institutions and programs. "Respects the expertise and aspirations for high achievement already present and functioning in institutions and programs. "Uses its understanding of the teaching and learning focus and the presence of local expertise and aspirations as a basis for serving effectively at individual institutions and programs. "Keeps the accreditation process as efficient and cost-effective as possible by minimizing the use of visits and reports, and by eliminating, wherever possible, duplication of effort between accreditation and other review processes. "Works cooperatively with other accrediting bodies to avoid conflicting standards, and to minimize duplication of effort in the preparation of accreditation materials and the conduct of on-site visits. "Provides the institution or programs with a thoughtful diagnostic analysis that assists the institution or program in finding its own approaches and solutions, and that makes a clear distinction between what is required for accreditation and what is recommended for improvement of the institution or program. "________________________________________ oRespects and protects institutional autonomy. "Works with issues of institutional autonomy in light of the commitment to mutual accountability implied by participation in accreditation, while at the same time, respecting the diversity of effective institutional and programmatic approaches to common goals, issues, challenges, and opportunities. "Applies its standards and procedures with profound respect for the rights and responsibilities of institutions and programs to identify, designate, and control: "their respective missions, goals, and objectives; "educational and philosophical principles and methodologies used to pursue functions implicit in their various missions, "goals, and objectives; "specific choices and approaches to content; "agendas and areas of study pursued through scholarship, research, and policy developments; "specific personnel choices, staffing configurations, administrative structures, and other operational decisions; and "content, methodologies, and timing of tests, evaluations, and assessments. "With respect to professional schools and programs, recognizes the ultimate authority of each academic community for its own educational policies while maintaining fundamental standards and fostering consideration of evolving needs and conditions in the profession and the communities it serves. "Maintains a thorough and effective orientation, training, and professional development program for all accreditation personnel. "Works with institutions and programs to ensure that site teams represent a collection of expertise and experience appropriate for each specific review. "Conducts evaluations of personnel that involve responses from institutions and programs that have experienced the accreditation process. "Conducts evaluations of criteria and procedures that include responses from reviewers and those reviewed. REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description, ten (10) pages or less that demonstrates how your company has the supervision, facilities, labor and experience to provide the items required. Include past experience in providing these items to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses must be emailed to Darius.crane@va.gov no later than 1:00 pm EDT on Thursday March 10th, 2016. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "ATTENTION: VA247-16-N-0370 NURSE RESIDENCY PROGRAM ACCREDITATION" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
