- Hazcat J&A The United States Coast Guard (USCG) National Strike Force Coordination Center (NSFCC) intends to solicit and negotiate with only one source - HazTech Systems, Inc, 3919 Bootjack Lane, Mariposa, CA 95338 (Cage Code 1SW26 ) The statutory authority for this acquisition is 10 USC 2304(c)(1) as implemented by the FAR subpart 6.302-1. In accordance with FAR 6.302-1(b)(1)(ii), the requirement listed below is available from only one responsible source. See attached Justification and Approval for Other Than Full and Open Competition (J&A) for additional details. The North American Industry Classification System code is 611430 with a size standard of 1000 employees. The Product and Service Code (PSC) is U099. The small business set aside has been dissolved. This requirement is unrestricted. This notice of intent is not a request for proposals or quotations. Solicitation number HSCG26-16-Q-XE1025 is assigned for tracking purposes only. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received within three (3) calendar days after the date of publication of this notice will be considered by the Government. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be submitted via email to Jeremy R. Oliver of USCG NSFCC @ Jeremy.R.Oliver@uscg.mil. This is to provide DHS approved S1704/CA-026 RESP industrial chemical workshops for forty five (45) students at the Atlantic Strike Team, Gulf Strike Team, and Pacific Strike team for HazCat system operations. HazTech Systems, Inc is the sole supplier of the authorized HazCat training workshops and is the only company allowed to award technical completion certificates. The training was not included in the cost of the system and is sold separately. Award will be made upon determination of fair and reasonable pricing and is subject to FAR Part 12 and FAR Part 13. Purchase Order terms and conditions will be in accordance with FAR 52.212-4 Contract Terms and Conditions - Commercial Items (May 2015) and the applicable clauses of FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (February 2016).
