- Subject: Knowledge Management Services to HUD Proposed Solicitation Number: 16-233-SOL-00160 Set-Aside Status: Total Small Business Set-Aside Description/Background: The Research Utilization Division (RUD) within the Office of Policy Development & Research (PD&R) of the U.S. Department of Housing and Urban Development (HUD) is responsible for assuring broad-based awareness of and timely access to current PD&R research and policy through its Knowledge Management Services. Broadening awareness involves writing content, providing information and communication services as well as dissemination services. Content is needed for PD&R's publications and dissemination vehicles that is easily understood. Examples of RUD's publications include Evidence Matters with data-driven analyses in support of HUD's evidence -based policy making; the Edge, an online magazine containing translations of research, messages from Senior Staff highlighting policy issues, and news of current developments and trends in housing and community development; Case Studies featuring award-winning development projects, PD&R products include housing reports and publications, newsletters, datasets, and databases, e-Books, GIS Maps, and other housing and community development materials which provide current information on housing needs, market conditions, and existing housing programs. Interest in PD&R's products continues to grow. The key tool for publishing RUD's products is PD&R website huduser.gov. Support of the necessary operational development, application of new IT tools, publishing/posting of materials, and management of the huduser.gov site (including systems development, operation, and maintenance). Information, communication, and dissemination services involve, but are not limited to, providing an information center operated by staff knowledgeable in housing and community development matters, familiar with PD&R's products and resources who can respond to requests for information and process and fulfill orders for print publications. Staff will also be required to attend and staff internal and external meetings and conferences.
