N00164-16-R-JN38 - SOLE SOURCE - MH-60 WEAPONS SYSTEM SUPPORT - FSG 1290 - NAICS 332994 Anticipated Issue Date: 24 MAR 2016 - Anticipated Closing Date: 25 APR 2016 - Time 2:00 PM Eastern The Naval Surface Warfare Center, Crane Division intends to enter into a cost-reimbursement contract with Science Applications International, Corporation (SAIC) for MH-60 Weapons System Support in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements It is anticipated that the contract will support the following MH-60 Weapons System assemblies/sub-assemblies: Interface Unit, Automatic Data Processing (IUADP) Technical Insertion Program (TIP) (P/N 3392AS2500), FFFW Removable Mission Equipment (P/N 3392AS1513), A/A49E-27 A/G Helicopter Armament Subsystem (P/N 3392AS1510), Ammunition Container Assembly (P/N 3392AS1678), FFFW Fixed Provisions (A-Kit) (P/N 3392AS1514), MH-60R GAU-21 Adapter Assembly (P/N 3392AS899), MH-60R M240 Adapter Assembly (P/N 3392AS778), MH-60R Door Bracket Assembly (P/N 3392AS771), MH-60R M240 Pintle Assembly (P/N 3392AS1004), M240 Swing Arm Assembly (P/N 3392AS901), M-240 Mount Assembly (P/N 3392AS992), AN/USM-714 Test Program Set (P/N 7450688-1) and HDTS "A" Kit (P/N 3392AS506). It is also anticipated that the contract will provide the following engineering and logistics sustainment support: engineering investigations, technical directives, engineering change proposals, configuration changes, configuration management, operations/maintenance manuals, logistics management plans and subject matter experts in design/development efforts. The proposed contract action is for supplies which the Government intends to solicit with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally not be considered solely for the purpose of determining whether to conduct a competitive procurement. The contract is anticipated to be awarded on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Science Applications International, Corporation (SAIC) is the only manufacturer with the requisite knowledge and expertise to support the system. Additionally, the Government owns one set of Government Furnished Equipment (GFE) that was designed and developed by SAIC under a competitive contract. The GFE is required for all phases of the build of assemblies and sub-assemblies, is also required to test and maintain the MH-60 Weapons System, and is currently being utilized by SAIC to support the current contract (N00164-15-C-JN32); funding does not exist to procure an additional set of GFE. All responsible sources may submit a capability statement or proposal which will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive controlled documents.
