- Sources Sought Information Request Form This is not a request for offers or proposals. The purpose of this synopsis is to gain knowledge of potential sources for these projects including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this notice. United States Property & Fiscal Office - Vermont anticipates the solicitation and award of a contract for these projects at the 158th Fighter Wing, South Burlington, Vermont, subject to the availability of funds. The Government is conducting market research to identify potentially qualified 8(a) contractors, Historically Underutilized Business Zone contractors (HUBZone), Service Disabled Veteran-Owned Small Business contractors (SDVOSB), and Small Business contractors (SB). The estimated cost range, per Defense Federal Acquisition Regulation 236.204 (ii) is between $25M and $100M. The NAICS Code is 237310, under the index title Highway, Street, and Bridge Construction. The size standard for this NAICS code is $36.5 million (additional information on small business size standards and small business programs can be found at www.sba.gov). SCOPE OF WORK: CURZ152809 WIDEN TXWY F & NORTH ARM/PAD This project consists of repairing the Foxtrot Taxiway and North ArmPAD at 158th Fighter Wing, South Burlington, VT. The repair/replace work includes, but is not limited to, complete full-depth repair of over 62,000 SY of PCC and ACC on the taxiway with slip-form PCC paving and ACC shoulders which includes construct sub-base, base course, drainage, relocate utilities, asphalt shoulders, and adjusts longitudinal grades as required. Storm drainage within taxiway and shoulders is also included in the scope. Taxiway edge lights and airfield lighting circuits affected will be replaced with new. The anticipated period of performance is 730 days after notice to proceed, to include inspection and punch list. There will some phasing coordination with the construction due to aircraft and personnel movement which will depend on the amount of airfield construction that is awarded during these construction seasons. CURZ152810 WIDEN TXWY D & SOUTH ARM/PAD This project consists of repairing the Delta Taxiway and South ArmPAD at 158th Fighter Wing, South Burlington, VT. The repair/replace work includes, but is not limited to, complete full-depth repair of over 33,000 SY of PCC and ACC on the taxiway with slip-form PCC paving and ACC shoulders which includes construct sub-base, base course, drainage, relocate utilities, asphalt shoulders, and adjusts longitudinal grades as required. Storm drainage within taxiway and shoulders also included in scope. Taxiway edge lights and airfield lighting circuits affected will be replaced with new. The anticipated period of performance is 730 days after notice to proceed, to include inspection and punch list. There will some phasing coordination with the construction due to aircraft and personnel movement which will depend on the amount of airfield construction that is awarded during these construction seasons. CURZ152811 REPAIR AIRFIELD PAVEMENTS This project consists of repairing the apron at 158th Fighter Wing, South Burlington, VT. The repair/replace work includes, but is not limited to, complete full-depth repair of over 64,000 SY of PCC and ACC on the North and South apron with slip-form PCC paving which includes construct sub-base, base course, drainage, relocate utilities, asphalt shoulders, and adjusts longitudinal grades as required. Storm drainage within apron and shoulders also included in scope. Taxiway edge lights and airfield lighting circuits affected will be replaced with new. The anticipated period of performance is 730 days after notice to proceed, to include inspection and punch list. There will be some phasing coordination with the construction due to aircraft and personnel movement which will depend on the amount of airfield construction that is awarded during these construction seasons. All interested Small Business concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 18 March 2016. This notification, which shall not exceed five (5) typewritten pages, MUST include: (1) Positive statement of intent to bid as a prime contractor; (2) Completed and signed Sources Sought Information Request Form (attached); (3) Listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were the prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; (4) Brief outline of resources, subcontractors, and key personnel that will be used to accomplish the contract. If you intend to propose as a Joint Venture (JV) please state so, and identify who the small business JV partner will be (reference clauses and rules on JVs at 13 CFR, 121 (SB), 124 (8(a) - contact District SBA Office for rules), 125 (SDVOSB), 126 (HUBZone) and 127 (WOSB) for respective JV requirements; (5) Letter from your surety with your maximum bonding capacity per project (NOT included in the five page limitation). This project will be advertised as unrestricted in the event adequate Small Business contractors are not available to provide for sufficient competition.
