- The Army Contracting Command Aberdeen Proving Ground, Tenant Division (ACC-APG TD), 6001 Combat Drive, Aberdeen Proving Ground, MD 21005, in support of Aberdeen Proving Ground, Directorate of Public Works-Environmental Division-Installation Restoration Program, Maryland, requires modification to Purchase Order W91ZLK-13-P-0402 for maintaining Granular Activated Carbon (GAC) vessels at the Perryman Water Treatment Plant, Harford County Maryland. The government intends to noncompetitively modify W91ZLK-13-P-0402 under the authority of Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5 and Class Deviation - 2015-O00004 for the purposes of Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The original order was not previously issued under sole-source or limited-sources procedures. The ACC-APG TD awarded purchase order W91ZLK-13-P-0402 to Encotech, Inc. Route 519, Eighty Four, PA 15330, for maintaining granular activated carbon vessels at the Perryman Water Treatment Plant, Harford County Maryland. The purchase order provides essential support to ensure uninterrupted treatment and operation of the Perryman Water Treatment Plant and to ensure the availability of sufficient carbon for timely change-outs. This includes timely replacement of GAC, inspection and maintenance of the adsorber unit vessels and maintaining carbon on a stand-by basis to address unexpected break through events. Also to perform inspections of the tanks during the change-outs and if necessary perform necessary repairs to the GAC vessels. Purchase Order W91ZLK-13-P-0402 was awarded for a four (4) year period (Base + 3 Option Years) approximate value is $1,050,290.00, inclusive of all options. The modification for the additional within scope requirements are as follows: Option Period 2: Current Period of Performance: 29 July 2015 to 28 July 2016 Analytical Support and GAC @ 120,000 pounds including installation and delivery. Option Period 3: Period of Performance: 29 July 2016 to 28 July 2017. Repairs & Maintenance, Analytical and GAC @ 100,000 pounds including installation and delivery. Option Period 4: Period of Performance: 29 July 2017 to 28 July 2018, Analytical Support and Repairs & Maintenance. This purchase order is a Firm Fixed Price (FFP) effort. Interested persons may identify their interest in writing, to the Government point of contract no later than 10:30 AM Eastern Time, March 10, 2016. All responses received within 7 calendar days after the date of publication of this notice, will be considered by the Government. This notice of intent is not a request for competitive proposals or a solicitation of offers.
