- Foreign Adversary Aircraft Support MAWTS-1 Hind Heli Request for Information The Marine Corps Installations West, Regional Contracting Office, Camp Pendleton is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having interest in and resources to support this requirement. Industry responses to this notice may determine the Government's acquisition strategy. This is NOT a request for quotation and in no way obligates the Government to award any contract/purchase order. The purpose of this sources sought synopsis is to seek out interested small businesses capable and having an interest in the support of this service requirement. The Government is seeking qualified sources with specific, recent experience in providing training and support in foreign adversary aircraft services. In order to accomplish this requirement the contractors are required to provide the following services as well as possess and maintain at a minimum a SECRET clearance. The work to be performed is outlined below and further detailed in the attached DRAFT Performance Work Statement (PWS): 1. Training and Support a. Mission Briefings/Debriefing b. Academic Instructions c. Mission and Performance Planning Threat Profile and Employment Replication d. Syllabus Sortie Support e. Conduct simulated enemy troop insertions, simulated attacks on ground units 2. Aircrew Qualifications 3. Rotary Wing Adversary Support 4. Fixed-Wing Propeller Driven Adversary Support 5. Fuel and Ferrying THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary and the Government assumes no responsibility for any costs incurred and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. The applicable NAICS code is 611512 with a small business size standard of $27.5 Million Dollars. In addition, interested vendors shall provide the following information: a. Whether or not your business is a large or small business under this NAICS code b. If the size standard is small, indicate if your firm is certified under Section 8(a) of the Small Business Act, HubZone certified, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, Small Disadvantaged Business or Small Business. c. Are the services available under a GSA/FSS contract? If so, please provide contract number. d. These services been acquired by any government agencies? If so, please provide names of agencies, POCs and contract numbers. e. Cage Code and DUNS Number. Cage Code and DUNS number must be registered on Systems for Award Management (https://www.sam.gov) If your organization has the potential capability to perform these contract services as identified in the DRAFT PWS, please provide responses to the following: (1) the contractor's specific and unique experience in the areas identified above; (2) a reference list of these contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; and (3) information related to the contractor's business size and socioeconomic status. Interested parties who consider themselves qualified to perform the abovementioned services are invited to submit responses to this Sources Sought Notice via email to Diana Lynch-Maldonado at diana.lynch-maldona@usmc.mil 1300 PST on March 10, 2016. All responses should be submitted electronically using PDF, HTML, MS Word or PowerPoint formats. Total e-mail file limit size is restricted to 5MB. Files exceeding this threshold shall be submitted over multiple messages, and be identified as M00681-16-T-0042 "Message #x of #x". At this time, the USMC does not guarantee any future contracts; and, responses to this Sources Sought notice do not bind USMC to any agreement with the responder, be it explicit or implied.
