Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 17 intends to award a firm fixed price services contract to Pathologists Bio Medical Lab, 3600 Gaston Ave., Ste. 261, Dallas, TX, 75246-1902, to provide renal biopsy reference laboratory testing for the Pathology & Laboratory Medicine Service (P&LMS), Central Texas Veterans Health Care System (CTVHCS), Olin E. Teague Veterans' Medical Center, 1901 Veterans Memorial Drive, Temple, TX, 76504-7451, which is also the requesting location. NAICS 621511 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart FAR 13.106-1(b), when CO's solicit from a single source for purchases not exceeding the simplified acquisition threshold if the CO determines that the circumstances of the contract action deem only one source reasonable available because the supplies or services are unique or highly specialized. The described contract will provide recurring services for Audie L. Murphy VAMC only Pathologists Bio Medical Lab can fulfill this requirement. No other company is expected to respond to this requirement. Period of performance shall be from the date of award and will extend for 12 months hence with three, one-year option periods. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available except for a draft statement of work attached. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Jerry Hyndman, at gerald.hyndman@va.gov no later than March 14, 12 PM CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
