- This is a pre-solicitation notice. NAVSUP Fleet Logistics Center Puget Sound will be soliciting for web-based subscription access to technical data in support of U.S. Naval Ship Repair Facility (SRF) Yokosuka, Japan and its detachments. All technical data to be provided in accordance with the Statement of Work. This acquisition will be negotiated on a sole source basis with IHS Global Inc. per FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to the offer due date, which will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. It is the Government ™s intention to award the contract for a base year with four option years beginning 23 March 2016. Option years, if exercised, would be for a period beginning on the 23rd of March and ending the following year on the 22nd of March. If all four (4) option years are exercised the contract will continue until 22 March of 2021. It is anticipated that the solicitation will be posted to the GPE on or about 07 March 2016 with proposals due by 15 March 2016. This firm, fixed-price supply type contract will be awarded in accordance with FAR Part 12 and FAR Subpart 13.5, utilizing Low Price Technically Acceptable evaluation procedures. All responsible sources may submit a proposal which shall be considered by FLC Puget Sound. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Emailed completed solicitations are acceptable.
