- This is a Request for Information (RFI)/Sources Sought issued by The United States Army, on behalf of the Program Executive Office (PEO) Aviation for the Longbow Crew Trainers (LCTs) managed by the AAH Project Manager's Office (PMO). PMO is conducting market research seeking potential sources that are capable of providing LCT enhancements. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. In accordance with (IAW) FAR 15.201(e) responses to this RFI notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities ( www.fbo.gov ) site for additional information pertaining to this RFI. The object of this requirement is to provide services for the creation and fielding of AH-64D and AH-64E Apache aircraft concurrency enhancements and functional obsolescence upgrades for the Generation (Gen) 4 and Generation (Gen) 5 AH-64 LCT flight simulator. This consists of creation, implementation, integration, testing, upgrade and fielding to the LCT Gen 4 and Gen 5 fleet, both AH-64D and AH-64E aircraft concurrence enhancements, functional hardware and software technology improvements and Department of Defense (DOD) directed Information Assurance controls and mitigation of obsolete operating systems. This will be a Firm-Fixed-Price (FFP) five (5) year contract with five one-year ordering periods. Anticipated delivery orders: 1. LCT Gen 5 V13.2/13.3 Non-Recurring Engineering (NRE) and Fielding. This requirement is to maintain concurrency of the primary training device to the fielded aircraft and those enhancements incorporated on the aircraft. 2. LCT Virtual Environment, Image Generator Pilot Night Vision System Intensification (PNVS12), Hellfire AGM-114R, Guided 70mm, Gunnery Conduct of Fire Trainer (GCOFT) NRE. Modernized Maintenance Laptop Computer development. Training Aids Devices Simulators and Simulation (TADSS) Engineering Support. This effort is to maintain concurrency of the primary training device to the fielded aircraft and those enhancements incorporated on the aircraft. 3. LCT Gen 4 and Gen 5 V14 NRE and Fielding. This effort is to maintain concurrency of the primary training device to the fielded aircraft and those enhancements incorporated on the aircraft. 4. Unites States Army Aviation Center of Excellence (USAACE) LCT Full Motion System (FMS) and Display Kit Fielding. This effort is for the LCT fidelity established at USAACE to apply FMS kit to the fielded LCTs. These efforts require manufacturing personnel, engineers, software specialist/programmers, and technician who possess in-depth knowledge of the current AH-64D and AH-64E aircraft and the fielded LCT configurations and understanding how the entire system in fully integrated. The submission should also include the following minimum information: Name and address of offeror, Point of Contact including name, title, telephone and e-mail address: Statement of Capability, Business Status, and Business Size. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested parties who consider themselves qualified to perform the above listed services are invited to submit a response within fifteen (15) days after release of this sources sought request. Follow-up discussions may be conducted with respondents. It is desirable that data be received with unlimited right to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
