Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition for commercial items will be conducted using simplified procedures under FAR Part 13 and 13.5. Solicitation number AG-4D90-S-16-0006 is being issued as a Request for Quote (RFQ). Responses are due by 08:00 a.m. Central Time, 16 March 2016 at USDA-NRCS (Attn: Howard Stover), 375 Jackson Street, Suite 600, St Paul, MN 55101. Quotes may be submitted via hard copy or email Howard.Stover@wdc.usda.gov. No questions concerning this solicitation will be responded to after 8:00 am 12 March 2016. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-66. The Federal Acquisition Regulation (FAR) and Agriculture Acquisition Regulation (AGAR) clauses and provisions referenced in this solicitation can be found respectively in full text format at http://www.arnet.gov/far and http://www.da.usda.gov/procurement/policy/agar_x/agar04.pdf. This acquisition is set-aside for Small Businesses. The North American Industry Classification System (NAICS) Code is 314110. The small business size standard is $7 million. Active CCR registration is required in the System for Award Management (SAM) throughout the period of performance; https://www.sam.gov/portal/public/SAM/ Award will be made to the responsible offeror whose proposal is responsive to the terms of the RFQ and is more advantageous to the government. We will award a BPA with a base year and four option years. The estimated commencement date of the contract is 1 March 2016. It is estimated that all work should be completed by 28 February 2021 (approximately five years). The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items shall be completed and submitted with the proposal. General We anticipate the awarding of a firm-fixed purchase order. The services contracted for are not of a personal nature (i.e., an employer-employee relationship does not exist between the Contractor and the NRCS). This acquisition for commercial items will be conducted using simplified procedures under FAR Part 13 and 13.5.. Description: Building Maintenance Contracting Office Address Department of Agriculture, Natural Resources Conservation Service, 1375 Jackson Street, Suite 600, St. Paul, MN 55101-1854 Description General: The Natural Resources Conservation Service (NRCS), an agency of the United States Department of Agriculture, is seeking contractor(s) to provide services for maintenance on the USDA NRCS Plant Materials Center located in Corvallis, Oregon. The intent of the Agency is to solicit the most efficient and effective manner to complete the requirements set forth in this document. To achieve this goal, NRCS reserves the right to make award without negotiations. The result of negotiations will be the award of a performance-based service contract to the Contractor(s) whose proposal most successfully addresses the requirements outlined in this solicitation. The requirements are defined based on the output of products and services and not the level of effort required to perform the functions. The performance period begins 1 March 2016 to 30 September 2016 General Contractor Statement of Work for Corvallis Plant Materials Center 1. PMC Office Carpet Remove and install new commercial grade carpet. 880 sqft. Replace rubber base trim where needed. Remove and re-install wood trim. Customer will choose color of carpet. Haul away all debris. 2. PMC Office WallsPatch holes and paint interior walls of office building throughout with low sheen paint. Painter NOT responsible for removing and replacing items on walls. Painter will have to move and replace all furniture throughout. The office is a single-story building that is about 2000 sqft. 3. PMC Office Vinyl Flooring Repair linoleum seams in the conference room of the PMC office building. The linoleum is only about 5 years old, but all of the seams are starting to become un-glued and are beginning to peel up. The room is about 540 sq.ft. in size. 4. Flooring in Seed Cleaning Building Repair peeling vinyl in center of floor. Install a commercial grade vinyl throughout over the existing vinyl, 30' x 30' room. Remove and re-install base trim. Customer will move equipment from one side to the other during the installation process. 5. Storage Shed Lean-to Remove/demo the shed next to the seed cleaning building. Install/build a new lean-to/shed in the same place, 30' wide by 12' deep, 8' to 10' high, with all proper corrugated metal siding to the ground; install metal roofing with clear strips on the roof, flashing and gutters. Floor support can be post and beam set in cement with plywood flooring. Haul away all debris.
