- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to ADInstruments, Inc., 2205 Executive Circle, Colorado Springs, CO 80906-4137, to provide the Radnoti Working Heart Apparatus to the NHLBI Division of Intramural Research (DIR). BACKGROUND The Laboratory of Cardiac Energetics in the NHLBI DIR has successfully applied optical approaches to a simple perfused heart using perfusion equipment from the Radnoti Apparatus. This is a simple non-working system that the lab would like to convert into a full working heart to evaluate the effect of cardiac workload on mitochondrial function using these minimally invasive optical techniques. In addition, the lab has previously found that the hearts simply perfused with saline are hypoxic, that is lacking oxygen. In the current system, the lab has developed a fluorinated hydrocarbon system to improve oxygen delivery without impacting cardiac function or the optical measures. This project is of high importance to the NHBLI DIR Laboratory of Cardiac Energetics as it provides basic information on the energy economy of the heart as it has never been able to be studied before. By matching this acquisition with existing equipment will reduce the time required for developing the system as well as increase the flexibility in the face of unforeseen issues that will surly arise in such a ground breaking study. PURPOSE The laboratory is seeking a contractor to provide the Radnoti Working Heart Apparatus for Rabbits in accordance with the below specifications. PROCUREMENT The contractor shall provide the following: -Radnoti Working Heart Apparatus for Rabbits (115 V) - Qty. 1 -Two Channel Tubing Flow System - Qty. 1 -Precision XN Inline Flowsensor, 3.2mm (1/8") ID - Qty. 2 -Bridge Amp - Qty. 1 -Physiological Pressure Transducer - Qty. 1 -Touhy Borst Replacement Kit (Pack of 10) - Qty. 1 -Animal Bio Amp - Qty. 1 -Animal Bio Amp Lead Wires (3) - Qty. 1 -Alligator Clip to 4mm Banana Plug Cable - Qty. 1 -Stimulus Isolator - Qty. 1 -Installation and Training (1 Day) - Qty. 1 JUSTIFICATION The sole source justification is based on the fact that one of the major issues in this project is interfacing the optical system with the perfused heart system. The lab has demonstrated that the Radnoti system, distributed by ADInstruments, can be interfaced with the lab's systems. In addition, the lab has not had contamination problems in the glass Radnoti system the NHLBI uses in a non-working configuration. Finally, the fact that the lab has a large reserve of Radnoti glassware and equipment from earlier purchases in the NHLBI, allows the lab to leverage this equipment for modifications of this system that will surely arise in the technical development. The team is also familiar with the Radnoti system that will save time in getting the system performing the necessary experiment. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 500. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-85 (February 26, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by March 7, 2016 at 3:00PM EST and must reference synopsis number NHLBI-CSB-(HL)-2016-082-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan Lear.
