This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is not set aside for small business. The NAICS number applicable to this solicitation is 517919. The contract line items, quantities, units of measure are included in the information packages. The U.S. Department of State has a requirement for comprehensive telecommunications services for integrated network connectivity and mobile services across multiple sites in Canada (Ottawa, Vancouver, Calgary, Winnipeg, Toronto, Montreal, Quebec City, and Halifax), and some remote locations in Canada A detailed description of the requirements for the services being acquired can be found in the information packages. The dates and places of delivery will be identified in task orders issued under the IDIQ contract Provision FAR 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. Addenda to this provision are included in the information packages. Provision FAR 52.212-2, Evaluation-Commercial Items is incorporated into the solicitation. Evaluation criteria are included in the information packages. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. Clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items will apply to contracts awarded as a result of this solicitation. Clause FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items will apply to contracts awarded as a result of this solicitation. Additional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices will be included in contracts awarded as a result of this solicitation.
