- Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented through FAC 2005-76, effective 25 Jul 2014, DPN 20140805, effective 5 Aug 2014 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. This procurement is issued as unrestricted under the NAICS 517110 with a small business size standard of 1,500 employees. A statement of work for this event is included in this solicitation and will be incorporated into any resulting award. Award will be made to the lowest priced technically acceptable (LPTA) quote that represents the most advantageous scenario to the government. Multiple awards will not be made. Pricing will be evaluated inclusive of options. (a) To be eligible for award, vendors must have an active system for award management (SAM) registration (www.sam.gov). (b) To be determined technically acceptable, quoted product/service must meet the minimum technical specifications identified in the statement of work including static IP addresses, minimum data transfer rates of 300mbps, 40mbps uploads, and unlimited data transfer. (c) Vendors who do not provide all of the required information with their quotes will not be considered. FAR provision 52.212-3 Alt 1 and DFARS provision 252.209-7991 must be completed and returned with quotes. If a vendor's information is up-to-date in SAM, the vendor need only provide the CAGE code with that assertion. All questions must be submitted in writing and receiving two days prior to the solicitation close date. Questions should be sent via email to kelly.m.clements6.civ@mail.mil. Quotes are due by 5:00pm, March 17, 2016 and must be submitted through email to Kelly Clements. STATEMENT OF WORK OVERVIEW This statement of work defines the requirements for commercial broadband and business level cable television services at the Virginia Army National Guard Data Processing Unit (VA DPU) Readiness Center (RC) located at 9797 Braddock Road, Fairfax, VA 22032-1725. The DPU requires commercial broadband service with statically assigned Internet Protocol (IP) addresses, minimum data transfer rates of 300 Mbps download and 40 Mbps upload, and unlimited data transfer. The contractor must provide a guarantee of 99.9% uptime. The DPU also requires business level cable television. The channel package shall contain local and national news channels, provided in high definition, with four digital cable boxes. INSTALLATION The contractor, or internet service provider (ISP), will be responsible for the installation of the necessary infrastructure and equipment required to establish the connection to the internet. DPU requires the installation of two lines from the line of demarcation at the State Police facility at the front of the property to the DPU building (first and second floors). If there are no existing physical connections from the VA DPU RC to the ISP, the contractor is responsible for the construction required to install the physical layer. The contractor is responsible for installation, and replacement, of equipment from the digital cable boxes out to the ISP's infrastructure. This includes running cables from the exterior to the interior where the modem(s) and cable boxes will be located within the DPU RC. The government will provide modems as government-furnished equipment (GFE). The contractor is not responsible for modem failures. MAINTENANCE In the event of equipment failure, the contractor is responsible for replacing faulty equipment within 48 hours. The contractor is also responsible for repair of external infrastructure in the event of natural disasters. Broadband service provider must provide the VA DPU with advance notice of network outages or downtime including scheduled maintenance.
