- Notice of Intent This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a five (5) year Time-and-Materials (T&M) Contract with firm-fixed price and cost-reimbursement components sole source contract, and is not a request for competitive proposals. The statutory authority for this sole source procurement is FAR 6.302-1. The Department of State intends to award sole source to provide guard services to U.S. Mission Wuhan to: HUBEI ZHONGBAO HUA'AN SECURITY SERVICE CO., LTD. ROOM 507, CHANGHANG BUILDING NO. 69, YANJIANG AVENUE HANKOU, WUHAN CHINA This notice of intent is not a request for competitive proposals. Prior to awarding the contract to the incumbent, the State Department needs to determine if there is a reasonable chance of having two or more companies submit proposals to provide local guard services to the U.S. Mission in Wuhan. In order to make this determination, State Department requests all interested parties to provide the information in their capability statement by 11:00 am East Coast USA March 18, 2016: •Possess current licenses and permits in compliance with host country law required for the execution of guard services. •Have knowledge of and is compliant with host country labor and tax law which may require bonuses, specific minimum wage levels, premium pay for holidays, payments for social security, pensions, severance pay, sick or health benefits, childcare or any other benefit. •Ability to provide all types of insurance coverage required by host country in performance of services, such as automobile liability, comprehensive general liability, worker's compensation, employer's liability, etc. •Furnishing, operating, and maintaining a radio network, including acquiring all licenses and permits that may be required for frequencies and the operation of all communications equipment. •Familiarity or experience with associated security equipment such as, but not limited to, Guard Electronic Monitoring System (GEMS), closed-circuit television systems, x-ray and explosive detection equipment. •Furnishing guard force equipment such as uniforms, cellphones, vehicles, and weapons. •Currently or in the past three years have work experience in the security industry in Wuhan or have work experience securing a Consulate in Wuhan. Provide dollar amount of contracts and a short description of the work (2 paragraphs). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. This notice will close on March 18, 2016.
