- Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF), Northwest Regional Maintenance Center (NWRMC) intends to negotiate, on a sole source basis under the authority of FAR 6.302-1, with General Dynamics Electric Boat (GDEB) located at 75 Eastern Point Road, Groton, CT. A cost plus fixed-fee contract is anticipated with a period of performance of 18 months for the removal, refurbishment, reinstallation, and testing of the Centerline Tray (CLT) on a US Navy Commissioned submarine. The contract will be awarded to GDEB who is the Original Equipment Manufacturer for the CLT. This notice is published for informational purposes only and is not a request for competitive quotations, proposals, or bids. No solicitation documents are available or will be issued. Any firm that believes it can meet the requirements may give written notification prior to the response due date. The Government will not be responsible for any costs incurred by responding to this notice. All responses are required to be submitted before March 11, 2016, 2:00 p.m. Pacific Time, and shall be submitted via e-mail to timothy.smart@navy.mil with copy to laurie.davis@navy.mil. Responses must indicate the following in the subject of the email: Notice of Intent Submission-CLT. Telephone requests or inquires will not be accepted. All responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements, including recent and relevant past performance. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
