- Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF), Northwest Regional Maintenance Center (NWRMC) intends to negotiate, on a sole source basis under the authority of FAR 6.302-1, with all Naval Sea Systems Command (NAVSEA) certified SUBSAFE Note 5000 companies for work to be performed on a US Navy Commissioned Submarine. Therefore the Government intends to solicit and negotiate with Huntington Ingalls Inc. (4101 Washington Ave, Newport News, VA 23607), Oceaneering International Inc. (2155 Steppingstone Square, Chesapeake, VA 2334), and Electric Boat Corporation (75 Eastern Point Rd, Groton, CT 06340). A cost plus fixed-fee contract is anticipated with a period of performance of 9 September 2016 through 31 December 2017. Only contractors approved under NAVSEA Notice 5000, Activities Authorized to Perform SUBSAFE Work will be considered. No SUBSAFE/Level 1 work is allowed to be outsourced to a non-NAVSEA Notice 5000 activity without prior NAVSEA approval and Supervising Authority notification. Work to be accomplished will be anode (zinc) removal/re-installation (with stud repairs as identified by the SY); lead bin removal, structural repairs (repairs identified by the SY), and re-installation; SSPC SP-6 blast; SUBSAFE/Non-SUBSAFE structural repairs (repairs identified by the SY); SSPC SP-10 blast and paint application. This notice is published for informational purposes only and is not a request for competitive quotations, proposals, or bids. No solicitation documents are available or will be issued. Any firm that believes it can meet the requirements may give written notification prior to the response due date. The Government will not be responsible for any costs incurred by responding to this notice. All responses are required to be submitted before March 11, 2016, 2:00 p.m. Pacific Time, and shall be submitted via e-mail to timothy.smart@navy.mil with copy to bart.franklin@navy.mil. Responses must indicate the following in the subject of the email: Notice of Intent Submission-PSNS&IMF SUBSAFE. Telephone requests or inquires will not be accepted. All responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements and proof of SUBSAFE certification granted by NAVEA. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements, including recent and relevant past performance. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
