- Justification for Other than Full and Open Competition- PR0004385 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price contract with AirClean Systems, 2179 E Lyon Station Road, Creedmoor, NC, 27522 for the purpose of procuring a twelve (12) month service agreement for maintenance on our existing Drysafe Evidence Drying Cabinets. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. The FBI's Evidence Response Team Unit (ERTU), Laboratory Division (LD) has a need for a service agreement and preventative maintenance with AirClean Systems for the Drysafe Evidence Drying Cabinets in twenty seven (27) field offices. The preventative maintenance and service of these cabinets is essential to performance. The filters contained within these units act to capture or collect all airborne particles and vapors released during the drying process. The used filters are considered hazardous wastes once they have served their predetermined life cycle. Each cabinet has two HEPA filters and two carbon filters which must be replaced by a certified technician after a period of two years. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by AirClean Systems. The Forensic Drying cabinets are manufactured and owned exclusively by AirClean Systems and therefore, they are the only vendor that can provide certified technicians capable of supplying the needed maintenance. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 333413, Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
