Description
Justification for Other than Full and Open Competition- PR0004897 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price contract with Agilent Technologies, Inc., 2850 Centerville Road, Wilmington, DE, 19808-1610 for the purpose of procuring a twelve (12) month service agreement for maintenance on our existing Agilent Bravo robots. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. The FBI's Federal DNA Database Unit (FDDU) utilizes two Agilent Bravo robots to prep DNA samples with TE buffer in a high throughput manner. The TE Buffer is a reagent that is utilized in the beginning stages of DNA process with Globalfiler Express to generate profiles for upload to NDIS. The Agilent Bravo robots require preventative maintenance to be undertaken on them per the FBI's Quality Assurance Standards for Databasing Laboratories and to ensure the robots are functioning correctly. Agilent Technologies is the manufacturer of the Agilent Bravo robot and the sole source provider of the warranty service and the following FBI service agreement requirements. • Factory-recommended replacement parts • Factory software updates • Factory authorized service representatives • Factory recommended upgrades and service notes. • Factory authorized escalation service to resolve difficult problems. This includes escalation to manufacturer's factory for expertise and the possible need to replace an instrument, if deemed necessary Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Agilent Technologies, Inc. The Agilent Bravo robots are manufactured exclusively by Agilent Technologies, Inc. and therefore, they are the only vendor that can provide certified technicians capable of supplying the needed maintenance and meet the FBI's same day response. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
