Description
Sources Sought - Modifications to Light Armored Vehicle (LAV)-25A2 Purpose The United States Government (USG) is seeking information from potential sources regarding how existing LAV-25A2s could be modified to meet C-17 Low Velocity Air Drop (LVAD) requirements, become LVAD certified from a C-17, and integrate a Blue Force Tracking (BFT) 2 capability. The vehicle Technical Data Package (TDP) is proprietary to the OEM and cannot be provided. LAV-25A2s would be provided as Government Furnished Equipment (GFE). For planning purposes, the USG anticipates the modification schedule would begin in FY17 and conclude in FY18, and include a total quantity of 60 vehicles; 51 for the unit and an additional nine as test assets. The contractor would be required to deliver the set of two test assets with LVAD modifications 8 months after contract award to be used for LVAD certification. The contractor would be required to design a modification package for C-17 LVAD and BFT 2 modifications, procure any necessary materials and hardware, manufacture, and install the kits on GFE LAV-25A2 vehicles. In addition, the contractor would be required to support verification testing, Safety Confirmation, and LVAD certification tests. The USG anticipates testing will occur in FY17 and FY18. Provide a description, with supporting documentation, of the modifications that your firm would produce for C-17 LVAD and BFT 2. Please include any and all modifications that your firm would need to make to the vehicle hull, suspension, turret, or other components to add the desired capabilities. 2.) Describe your firm's estimated lead time to acquire raw and finished materials needed to build your proposed modification package, and the lead time required to manufacture and assemble them. Please include a description of the key tasks required. 3.) Describe how your firm would procure and/or build the modification kits. Please include a description of the key tasks required. 4.) Describe how your firm would install the modification kits in accordance with the anticipated test and modification schedules. Please include a description of the key tasks required, and a discussion of how and when vehicles would need to be transported or stored, and your manufacturing capability to make the desired modifications (e.g. throughput). 5.) Provide relevant information related to your firm's past experience with Armored Combat Vehicles in the 10-20 Ton gross vehicle weight category. Provide a list and description of any vehicle modifications your firm has made to enable LVAD from a fixed wing aircraft, as well as any vehicle modifications to enable integration of network components. 6.) Provide relevant information related to any other products or vehicles that your firm's LVAD designs or Network products have been utilized within in commercial or non-commercial applications. 7.) Provide relevant information related to any previous LVAD testing (combat or tactical vehicles). 8.) Provide any concerns you may have with completing the work detailed in the "Purpose" section of this Sources Sought. This Request for Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Defense in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to this RFI must be unclassified.
