Description
SUBJECT: Satellite-linked transmitters to be used to assess the activity budges of harbor seals on low and high cruise ship present days in the Disenchantment Bay, Alaska. The tags will be used to monitor the percent of the time that seals spend in the water and the GPS locations (latitude, longitude) of seals in the water or on ice bergs in relation to cruise ships. This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 5:00 PM, March 17, 2016 by sending an e-mail to Amanda_jordan@nps.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), National Park Service, Alaska Region, Acquisitions Office intends to issue a sole source, firm-fixed price order to: COMPANY: Wildlife Computers 8345 154th Ave NE, Redmond, WA 98052 ON or AFTER: March 18, 2016 NAICS: 334220 Radio and television broadcasting and wireless communications equipment manufacturing AUTHORITY: 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: Wildlife Computers is the only manufacture and resaler of the SPLASH10-BF-297B transmitter. Only this transmitter can meet the Government ¿s need as specified by the following combined salient characteristics: 1 - Transmitter that can measure the percent of time harbor seals spend in and out of the water at fine-scale temporal intervals and can measure the GPS location of the animal with a high degree of certainty and at fine spatial scales. 2 ¿ Tags that collect both high-resolution date related to the percent of time the seals spend in the water and GPS quality location data. 3 ¿ Transmitter ¿s that record the percentage of time the tag was dry time for each hour of the day (accurate to 1%). 4 ¿ Transmitters that have a fast acquisition GPS technology that enable a high resolution snapshop of GPS signals to be taken in a fraction of a second. 5 ¿ Low profile shape (86x55x26mm, 130 grams). 6 ¿ Satellite linked transmitters have the ability to transmit data (percent time dry and GPS locations) to the Argos satellite system.
