Description
The Naval Air Systems Command intends to issue new Cost Plus Fixed Fee (CPFF) Delivery Order under Basic Ordering Agreement N00019-14-G-0004 on other than full and open competitive basis to Sikorsky Aircraft Corporation (SAC) in Stratford, CT. This effort is for non-recurring engineering required to integrate a MH-60R Sikorsky aircraft with the VOR/ILS. This procurement shall leverage the VOR/ILS NRE effort previously done for the Royal Australian Navy under Contract N00019-14-G-0004, Delivery Order 4002 that introduced this capability into the MH-60R product line and enabled this capability for the United States Navy variant. This effort includes the procurement of three universal kits for the VOR/ILS, review documents, and updated logistics documents. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. SAC is the only known source with the engineering and technical data required to perform this effort. Note: This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered soldly for the purpose of determining whether to conduct a competitive procurement.
