- This is a Sole Source Synopsis announcement. A written solicitation will not be issued. Naval Sea Systems Command (NAVSEA) intends to award a sole source Basic Ordering Agreement (BOA) to National Steel and Shipbuilding Company (NASSCO). The purpose of this procurement is to establish a Planning and Engineering BOA to support the ESD and ESB Class ships. When ordered, the efforts include program management, advanced planning, detail design, work item development, onsite engineering, onsite liaison, scheduling, participation in planning meetings, material procurement and kitting, and updating Ship Record Drawings (SRD). In addition, the BOA will allow for emergent repairs to support Post Delivery Test and Trials (PDT&T), Integrated Operations Test and Evaluation (IOT&E), Special Operations Forces (SOF) Post Industrial Testing and other Certification Events. NASSCO is the only source designing and building the ESD and ESB Class Ships. As the building yard for this Class, NASSCO is the only source having the unique knowledge and expertise, including detailed knowledge of each ship's delivered configuration, deferred work, incomplete changes, and technical data to competently perform the planning, design and engineering functions to meet Government schedule requirements. The intent of this notice is not to solicit competitive offers. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Interested party's response to this Synopsis shall be limited to 3 pages and shall include the following information: •1. Party's name, address, point of contact, phone number, and email address. •2. Party's capability to meet the key requirements based on previous experience. Interested parties shall respond to this Sole Source Synopsis no later than 2:00 (EST) 25 March 2016.
