Description
NASA/AFRC has a requirement for Integrated Atmospheric Measurement System W/2Yr Maintenance. NASA/AFRC intends to purchase the items directly from Desert Research Institute., 755 E. Flamingo Road, Las Vegas, NV 89119. Authority for the requirement is 10 USC 2304(c)(1) Only one responsible source. Justification is based upon the following facts: Contractor holds proprietary rights for the software and no other vendor located that can provide the required support. Based upon the above, utilization of any other provider in lieu of Desert Research Institute for the acquisition of the item would likely result in: a) Any change in the current infrastructure could mean gaps in the data and prevent NASA AFRC from conducting useful research; b) prevent periods of time where gaps will occur c) risk that using the historically collected data would be incompatible with other hardware or where backward search functionality could be impacted using another piece of equipment; d) Loss of the this data would significantly impact NASA AFRC research and the monetary loss associated with this data would not likely be over come by competition. These reasons justify procuring the required services exclusively from Desert Research Institute. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 17, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
