Description
Justification for Other than Full and Open Competition- PR00003864 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with SRI International, 333 Ravenswood Avenue, Menlo Park, CA 94025-3453 for the purpose of procuring a maintenance service and to augment the Fanuc Improvised Explosive Device Disassembly Robot. The FBI has a requirement for one-year support and maintenance for the two Taurus Robot Systems, to include all required software updates as well as required hardware repair or maintenance. The FBI also has a requirement to augment the Fanuc Improvised Explosive Device Disassembly Robot ("the Fanuc"). The Fanuc is an industrial robot adapted to use a variety of custom tools to allow for the remote disassembly of live IED's. It resides in the downrange facility and is controlled remotely from up range. The FBI requires the development of the capability for the Taurus Robot's 3D vision and dual manipulators to be utilized by the Fanuc. More specifically, the FBI requires engineering and design for the capability for the manipulator to be attached and detached from the Fanuc's tool changer interface. When not attached to the Fanuc, the manipulator requires special storage. Therefore, the FBI also requires engineering of this solution. Finally, the FBI requires their two existing Taurus Robots to be upgraded with the above capability and, thereby, functionality. Based on market research, and Government end-users, it has been determined that SRI International is the sole manufacturer and distributor of the Taurus Robot System; therefore, they are the only company capable of providing the necessary engineering, design and upgrades to the two Taurus Robots as well as the support and maintenance. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
